9. Advancing Revitalization of the Former Old General Hospital and West\nCampus that Optimizes Community Benefits\nRecommendations as submitted by Supervisor Solis: Instruct the Director of\nEconomic Opportunity to take the following actions; and find that the\nrecommended actions do not constitute a project under the California\nEnvironmental Quality Act:\nEnsure that, in conjunction with other relevant County Departments,\nCentennial Partners (Developer), and the LAC+USC Medical Center\nFoundation, Inc. (Foundation), facilitate a robust community engagement\nplan during the Exclusive Negotiation Agreement (ENA) process that\nbuilds on the success of the extensive community engagement\nconducted during the General Hospital Feasibility Study and Request for\nProposals (RFP) process;\nEnsure that the ENA negotiations incorporate the County’s Community\nBenefits policy including, but not limited to, the Community Workforce\nAgreement policy pertaining to apprenticeship and training programs for\nthe creation of permanent career pathways, aspirational local targeted\nworker hiring goals that exceed County requirements, and Labor Peace\nPolicy, consistent with the requirements of the RFP and to engage\nrelevant community, labor, workforce and other stakeholders throughout\nthe ENA process to develop a participation and collaboration plan for the\nadaptive reuses and future development on the campus; and\nAllocate an amount not to exceed $200,000 of funds available to the First\nDistrict and execute agreements, amendments to existing agreements,\nand/or work orders with the Foundation to continue the robust community\nengagement for the potential development of the former General Hospital\nand West Campus on the Los Angeles General Medical Center.\n(23-4543)
