13. Evaluation of the Efficacy of Shuttle Services in the Second Supervisorial\nDistrict\nRecommendation as submitted by Supervisor Mitchell: Instruct the Director of\nPublic Works, in consultation with the Executive Director of Racial Equity, to\nevaluate the efficacy of all shuttle and paratransit services in the Second\nSupervisorial District (Second District), including, but not limited to:\nAverage weekday and weekend ridership in each service area with a\ncomparison to previous years through 2019 (pre-pandemic);\nDemographics of the ridership, including income, race, gender, age,\ntransit dependency, and language preference;\nComparison of ridership demographics to resident demographics;\nCustomer satisfaction;\nMost utilized boarding and deboarding stops, pickup and drop off areas\nfor non-fixed route services;\nOther transit options, including shuttles, bus, rail, and microtransit,\navailable in each service area;\nSummary of current level and methods for promoting these services,\nincluding languages used in advertising;\nOn-time performance and cancellation rates;\nRate of fare subsidization and cost of fare collection;\nLength of time between application and eligibility confirmation for\nparatransit services;\nA summary of data collection methods for all of the above;\nRecommended adjustments to existing transit services contracts and\ncoordination with Departments that would more equitably and efficiently\nprovide transit options in the Second District including, but not limited to\nchanges to service areas, routes, and stops (where applicable), timing,\nand outreach; and\nA proposed timeline for implementing the recommended adjustments; and\nInstruct the Director of Public Works to return to the Board with a plan for\nevaluating shuttle and paratransit services in the Second District, at regular\nintervals going forward; report back to the Board in writing on the above in 180\ndays; and implement service adjustments to existing transit services contracts in\nthe Second District, to be executed as existing shuttle and paratransit contracts\nexpire or are due for extensions, in alignment with recommendations provided to\nthe Board as part of the above directives, following Board review of the\nrecommended adjustments.
