2. ADOPTION OF THE BICYCLE AND PEDESTRIAN IMPROVEMENT PLAN;\nAUTHORIZATION TO REALLOCATE MEASURE R FUNDS FOR THE\nIMPLEMENTATION OF BICYCLE AND PEDESTRIAN PLAN PROJECTS;\nAUTHORIZATION OF A CONTRACT AMENDMENT WITH ALTA PLANNING FOR\nGRANT SUPPORT SERVICES FOR THE BALANCE OF PLAN IMPROVEMENTS; AND\nACCEPTANCE OF ENVIRONMENTAL EXEMPTION DETERMINATION – F2M22-33,\nC2M22-39, M2M24-8\nOver the 2023 year, the City of Alhambra, via Alta Planning + Design (Consultant), has\nbeen working towards the development of a Bicycle and Pedestrian Improvement Plan.\n2\n1-8-24\nThis Plan is a directive under the City’s Strategic Plan under the goals of Enhancing Public\nSafety, Improving Infrastructure and Mobility, and Promoting Sustainability. Alhambra’s\nBicycle and Pedestrian Improvement Plan provides opportunity to establish a vision for\nAlhambra’s biking and pedestrian infrastructure. While various components are\nconceptual and subject to additional study and engineering, the Plan provides opportunity\nto establish purpose and need for important transportation mobility changes. Further, the\nPlan strengthens regional collaboration and improves the City’s competitiveness for grant\nfunding to enable the City’s proposed projects. To help initiate the Plan’s implementation,\nthe Council Subcommittee discussed the possible use of Alhambra’s Measure R Funds,\nwhich currently are apportioned to various traffic and congestion relief projects throughout\nthe City. At the Council’s direction and with Metro’s approval, the funds under this project\nin the amount of $14.4 million could be reallocated to the City’s bicycle and pedestrian\nimprovement projects, pending the Council’s approval of the Bicycle and Pedestrian\nImprovement Plan. In addition, the City’s bicycle and pedestrian improvement projects can\nbe financed via specified grant sources, particularly those under Caltrans and federal\nresources. Staff is also interested in securing the grant support services of Alta Planning\n+ Design to enable immediate consideration of certain grant applications. Grant support\nservices, however, are not currently in Alta’s scope of work with the City; therefore, staff\nis recommending an amendment to the agreement between Alta Planning + Design and\nthe City to help initiate the development of the City’s grant applications. Finally, staff and\nthe Consultant have reviewed the Bicycle and Pedestrian Improvement Plan and\ndetermined that the improvements contemplated therein are bicycle facilities and\npedestrian safety improvements that qualify for a Statutory Exemption under California\nPublic Resource Code Section 21080.25.\nThe Bicycle and Pedestrian Improvement Plan is available for public review via the City’s\nwebsite at https://www.cityofalhambra.org/228/Notices-Documents.\nRecommended Action: City Council, by one motion, accept the Council\nSubcommittee’s recommendation to adopt the Bicycle and Pedestrian Improvement Plan\n(Plan); authorize a reallocation request of $14.4 million in Measure R Funds to the Los\nAngeles County Metropolitan Transportation Authority (Metro) for the implementation of\nBicycle and Pedestrian Improvement Plan projects; authorize an amendment to the\nAgreement between Alta Planning + Design and the City of Alhambra, subject to final\nlanguage approval by the City Manager and the City Attorney, for grant support services\nin an amount not to exceed $50,000 to enable grants for the balance of Bicycle and\nPedestrian Improvement Plan projects; accept the environmental review exemption\ndetermination for this Plan; and, direct staff undertake the steps necessary to finalize the\nCouncil’s action.
