REQUEST FOR COUNCILMEMBER PARTICIPATION VIA VIDEO/TELECONFERENCE\nPURSUANT TO GOVERNMENT CODE SECTION 54953(F) – F2M23-7, M2M24-1\nOn October 9, 2023, Councilmember Andrade-Stadler requested that her Council\ncolleagues vote to allow her participation via video/teleconference at the January 8, 2024\nCity Council meeting due to medical reasons. 10. NOTICE INVITING BIDS: ENVIRONMENTAL ASBESTOS ABATEMENT AT THE\nSHORB CLINIC – F2M24-21, N2M24-3\nOn September 14, 2023, contractor EFI Global Inc. conducted professional pre-demolition\nasbestos and lead paint assessment services for the Shorb Clinic building. Based on the\nassessment, asbestos-containing materials and lead-based paint were identified. The\nplanned scope of work includes the completion of a South Coast Air Quality Management\nDistrict (SCAQMD) Procedure 5, which is the initial clean-up of the interior of the building.\nRemoving intact identified asbestos-containing materials and pre-demolition stabilization\nof “flaking or peeling” identified Lead Based Paint. The project will be funded with State of\nCalifornia funds. The project bids are due no later than 10:30 a.m. on February 15, 2024,\nin the office of the City Clerk and will be opened at 11:00 a.m. that same day.\nRecommended Action: City Council authorize staff to circulate a Notice Inviting Bids\nto prospective contractors to abate asbestos and lead-based paint from the Shorb Clinic\nbuilding; and, direct staff to undertake the steps necessary to finalize the Council’s action.

11. AUTHORIZING RESOLUTION TO APPROVE THE SUBMITTAL OF AN APPLICATION\nFOR THE WATERSMART SMALL-SCALE WATER EFFICIENCY GRANT PROGRAM\n– F2M24-18, R2M24-1\n6\n1-8-24\nThe United States Bureau of Reclamation’s WaterSMART Grant Program is accepting\napplications for small-scale water efficiency projects that seek to conserve and better\nmanage water supplies. Projects that are supported by an existing water management\nand conservation plan or other planning effort led by the applicant are prioritized. Staff\nhave identified a project to replace approximately 330 meters at various locations in the\nCity and purchase an online customer portal for a total cost of $200,000. The grant\nproposal includes $100,000 in Federal funding and $100,000 in non-Federal match. The\ngrant guidelines require an official resolution by the City Council which provides authority\nto proceed with the application of projects and receipt of grant funds pursuant to the\nBureau of Reclamation’s policies and procedures. If the project is selected for funding,\nstaff will return to the City Council for approval to solicit bids or proposals, appropriate\ngrant funds for the proposed projects, and issue notices of completion.\nRecommended Action: City Council adopt Resolution No. R2M24-1 entitled: A\nResolution of the City Council of the City of Alhambra, California approving the authority\nto file an application with the United States Bureau of Reclamation for the WaterSMART\nSmall-Scale Water Efficiency Grant Program; and, direct staff to undertake the steps\nnecessary to final Council’s action.

SECOND READING AND ADOPTION OF ORDINANCE O2M23-4823 APPROVING\nZONING TEXT AMENDMENT AMD-23-10 (THE COMPREHENSIVE UPDATE TO THE\nCITY OF ALHAMBRA ZONING CODE [TITLE 23 OF THE ALHAMBRA MUNICIPAL\nCODE]) AND ZONING MAP AMENDMENT AMD-23-09 (AN AMENDMENT TO THE\nCITY OF ALHAMBRA OFFICIAL ZONING MAP); AND ADOPTION OF A RESOLUTION\nAPPROVING GENERAL PLAN TEXT AMENDMENT AMD-23-08 (AN AMENDMENT TO\nTHE LAND USE AND COMMUNITY DESIGN CHAPTER OF THE CITY OF ALHAMBRA\nGENERAL PLAN, VISION 2040), GENERAL PLAN MAP AMENDMENT AMD-23-07 (AN\n7\n1-8-24\nAMENDMENT TO THE CITY OF ALHAMBRA GENERAL PLAN LAND USE MAP), AND\nINITIAL STUDY/NEGATIVE DECLARATION – F2M20-24, O2M23-4823, R2M23-54\nAfter receiving staff’s presentation and public testimony at the November 13, 2023 public\nhearing and then continuing the public hearing to the December 11, 2023 meeting, the\nCity Council deliberated and determined which of the Planning Commission’s\nrecommendations to include and gave first reading to Ordinance No. O2M23-4823\napproving Zoning Text Amendment AMD-23-10 (The Comprehensive Update to the City\nof Alhambra Zoning Code [Title 23 of the Alhambra Municipal Code]) and Zoning Map\nAmendment AMD-23-09 (An Amendment to the City of Alhambra Official Zoning Map).\nAdditionally, the Council deliberated and determined which of the Planning Commission’s\nrecommendations to include in a Resolution approving General Plan Text Amendment\nAMD-23-08 (An Amendment to the Land Use and Community Design Chapter of the City\nof Alhambra General Plan, Vision 2040), General Plan Map Amendment AMD-23-07 (An\nAmendment to the City of Alhambra General Plan Land Use Map), and adopting the Initial\nStudy/Negative Declaration for the Project pursuant to the California Environmental\nQuality Act (CEQA). ADOPTION OF THE BICYCLE AND PEDESTRIAN IMPROVEMENT PLAN;\nAUTHORIZATION TO REALLOCATE MEASURE R FUNDS FOR THE\nIMPLEMENTATION OF BICYCLE AND PEDESTRIAN PLAN PROJECTS;\nAUTHORIZATION OF A CONTRACT AMENDMENT WITH ALTA PLANNING FOR\nGRANT SUPPORT SERVICES FOR THE BALANCE OF PLAN IMPROVEMENTS; AND\nACCEPTANCE OF ENVIRONMENTAL EXEMPTION DETERMINATION – F2M22-33,\nC2M22-39, M2M24-8\nOver the 2023 year, the City of Alhambra, via Alta Planning + Design (Consultant), has\nbeen working towards the development of a Bicycle and Pedestrian Improvement Plan.\n2\n1-8-24\nThis Plan is a directive under the City’s Strategic Plan under the goals of Enhancing Public\nSafety, Improving Infrastructure and Mobility, and Promoting Sustainability. Alhambra’s\nBicycle and Pedestrian Improvement Plan provides opportunity to establish a vision for\nAlhambra’s biking and pedestrian infrastructure. While various components are\nconceptual and subject to additional study and engineering, the Plan provides opportunity\nto establish purpose and need for important transportation mobility changes. Further, the\nPlan strengthens regional collaboration and improves the City’s competitiveness for grant\nfunding to enable the City’s proposed projects. To help initiate the Plan’s implementation,\nthe Council Subcommittee discussed the possible use of Alhambra’s Measure R Funds,\nwhich currently are apportioned to various traffic and congestion relief projects throughout\nthe City. At the Council’s direction and with Metro’s approval, the funds under this project\nin the amount of $14.4 million could be reallocated to the City’s bicycle and pedestrian\nimprovement projects, pending the Council’s approval of the Bicycle and Pedestrian\nImprovement Plan. In addition, the City’s bicycle and pedestrian improvement projects can\nbe financed via specified grant sources, particularly those under Caltrans and federal\nresources. Staff is also interested in securing the grant support services of Alta Planning\n+ Design to enable immediate consideration of certain grant applications. Grant support\nservices, however, are not currently in Alta’s scope of work with the City; therefore, staff\nis recommending an amendment to the agreement between Alta Planning + Design and\nthe City to help initiate the development of the City’s grant applications. Finally, staff and\nthe Consultant have reviewed the Bicycle and Pedestrian Improvement Plan and\ndetermined that the improvements contemplated therein are bicycle facilities and\npedestrian safety improvements that qualify for a Statutory Exemption under California\nPublic Resource Code Section 21080.25.\nThe Bicycle and Pedestrian Improvement Plan is available for public review via the City’s\nwebsite at https://www.cityofalhambra.org/228/Notices-Documents.\nRecommended Action: City Council, by one motion, accept the Council\nSubcommittee’s recommendation to adopt the Bicycle and Pedestrian Improvement Plan\n(Plan); authorize a reallocation request of $14.4 million in Measure R Funds to the Los\nAngeles County Metropolitan Transportation Authority (Metro) for the implementation of\nBicycle and Pedestrian Improvement Plan projects; authorize an amendment to the\nAgreement between Alta Planning + Design and the City of Alhambra, subject to final\nlanguage approval by the City Manager and the City Attorney, for grant support services\nin an amount not to exceed $50,000 to enable grants for the balance of Bicycle and\nPedestrian Improvement Plan projects; accept the environmental review exemption\ndetermination for this Plan; and, direct staff undertake the steps necessary to finalize the\nCouncil’s action. 3. AUTHORIZE RFP: ECONOMIC AND MARKET ANALYSIS CONSULTING SERVICES\n– F2M24-20, RFP2M24-1\n3\n1-8-24\nOne of the 2023 Strategic Plan’s objectives is to develop an Economic Development\nAction Plan. The Plan will create a comprehensive and integrated approach to economic\ndevelopment that strengthens the City’s economic base. The vision will focus on the\ncommunity’s present and future economic values over the next four years. Meanwhile, the\ngoals will be a more tangible reflection of the vision and provide specific framework to\nimplement economic development policies and programs.\nRecommended Action: City Council authorize staff to circulate a Request for\nProposals (RFP) to prospective firms and consultants to conduct economic and market\nanalysis services for the Economic Development Action Plan; and, direct staff to undertake\nthe steps necessary to finalize Council’s action.

4. AWARD CONTRACT: PURCHASE OF TWO POLICE PATROL VEHICLES – F2M24-\n6A, C2M24-1, M2M24-2\nIn two separate incidents, two police patrol cars were involved in collisions. The repairs of\nboth damaged vehicles were beyond the value of the patrol cars. As a result, the Police\nDepartment is now operating with two fewer vehicles. Staff is seeking to purchase two\npolice patrol vehicles to replace the totaled vehicles through a cooperative purchase\nagreement. Cooperative purchase is allowable per Alhambra Municipal Code\n3.36.080(B)(3). On September 15, 2021, Sourcewell opened four bids for procuring\nvehicles, cars, vans, SUVs, and light trucks with related equipment, accessories, and\nservices. Sourcewell awarded contract 091521-NAF to National Auto Fleet Group on\nNovember 4, 2021 - a contract that does not expire until November 8, 2025. Per the\nSourcewell bid specifications, there is the option of purchasing police vehicles. Staff is\nrecommending purchasing two police vehicles utilizing this option.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to National Auto Fleet Group for the\npurchase of two police patrol vehicles in the amount of $100,764.34; direct the Finance\nDirector to allocate the insurance payment for the totaled police patrol vehicles in the\namount of $98,444.00 to account number 507.70.2010.90803; and, direct staff to\nundertake the steps necessary to finalize Council’s action. AWARD CONTRACT: 2023 ALLEY REHABILITATION PROJECT (AREA A / PHASE I)\n– F2M23-67, N2M23-126, C2M24-2, M2M24-3\nThe 2023 Alley Rehabilitation Project (Area A / Phase I) consists of nine alley segments\nlocated within the City of Alhambra’s boundaries. The alley segments selected to be\nreconstructed are categorized as failed condition in the current Pavement Management\nSystem Report. The project is located between Ethel Avenue on the West, Valley\nBoulevard on the South, Marengo Avenue on the East, and Front Street on the North. City\nCouncil authorized the circulation of a Notice Inviting Bids for this project on October 23,\n2023. On November 30, 2023, the City Clerk received six bids that ranged from\n$1,043,640.00 to $1,579,270.00, not including the alternate bid alley segments. Staff\nreviewed the bids and found the bid received from Kalban, Inc. in the amount of\n$1,043,640.00 is the lowest responsible bid. Kalban, Inc. has the necessary licenses to\ncomplete the work and has conducted similar projects for the City of Alhambra.\n4\n1-8-24\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Kalban, Inc. in the amount of\n$1,043,640.00 for the 2023 Alley Rehabilitation Project (Area A / Phase I); and, direct staff\nto undertake the steps necessary to finalize Council’s action. 6. NOTICE OF COMPLETION: EMERGENCY PUMP REPAIR AT WELL NO. 13 – F2M23-\n58, C2M23-58, M2M24-4\nOn July 24, 2023, the City Council awarded a contract to General Pump Company for the\nWell No.13 Emergency Pump Repair/Replacement in the amount of $122,829.13. There\nwere no change orders authorized to complete the project. The project has been\ncompleted in accordance with the City’s requirements and specifications. As such, it\nwould be appropriate for the City Council to accept the project as complete and instruct\nthe City Clerk that the Notice of Completion be filed with the County of Los Angeles\nRecorder’s Office.\nRecommended Action: City Council accept the work of General Pump Company for\nthe Well No. 13 Emergency Pump Repair/Replacement as complete in the amount of\n$122,829.13; direct the City Clerk to file a Notice of Completion with the County of Los\nAngeles for recordation; direct the Finance Director to release the five percent retention\n35 days from the date of recordation if no liens are filed; and, direct staff to undertake the\nsteps necessary to finalize Council’s action. 7. AWARD CONTRACT: ALHAMBRA PARK POOL IMPROVEMENT PROJECT – F2M22-\n37, N2M23-121, C2M24-3, M2M24-5\nOn October 9, 2023, the City Council approved the distribution of a Notice Inviting Bids for\nthe Alhambra Park Pool Improvement Project. On November 9, 2023, staff led a\nmandatory pre-bid job walkthrough for the Project and nine contractors attended. On\nDecember 14, 2023, the City Clerk received one bid for the Project. The bid received from\nTom’s Construction is within the Project’s grant funding limits which will be provided by\nthe Los Angeles County Regional Park and Open Space District.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Tom’s Construction in the amount of\n$712,000 for the Alhambra Park Pool Improvement Project; and, direct staff to undertake\nthe steps necessary to finalize Council’s action. 8. AWARD CONTRACT: PROFESIONAL CONSULTANT SERVICES FOR THE\nDEVELOPMENT OF THE STORY PARK IMPROVEMENT PROJECT – F2M22-37,\nRFP2M22-8, C2M24-4, M2M24-6\nOn March 28, 2022, the City Council authorized the circulation of a Request for Proposals\n(RFP) for the Story Park Improvement Project. The Project seeks to convert the vacant\npool space adjacent to the Joslyn Center into green space and replace the existing\nplayground at Story Park with an all-inclusive playground. On September 18, 2023, the\nRFP for the project was posted and circulated. A total of three proposals were received\nfrom qualified consulting firms. On December 13, 2023, an evaluation panel consisting of\n5\n1-8-24\nCity staff interviewed and rated the firms to determine how each met the essential\nrequirements outlined in the RFP, including compliance with RFP requirements, Project\nunderstanding and approach, experience, level of effort, schedule, and cost-effectiveness.\nAfter careful consideration, the evaluation panel determined that KFA Land Images\nLandscape Services best meets the City’s criteria and overall needs.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, by and between the City of Alhambra and\nKFA Land Images Landscape Services for professional consultant services for the\nDevelopment of the Story Park Improvement Project in the amount of $236,193.00; and,\ndirect staff to undertake the steps necessary to finalize Council’s action. AUTHORIZE THE CITY MANAGER TO EXECUTE A RENEWAL OF A LEASE FOR\nPARKING ON CITY PROPERTY NEAR GARFIELD ELEMENTARY SCHOOL TO THE\nALHAMBRA UNIFIED SCHOOL DISTRICT – F66-137, C67-32, C2M24-5, M2M24-7\nThe Alhambra Unified School District has utilized a portion of City owned land located\nadjacent to the Garfield Elementary School for parking since 1967. Recently, Denise\nJaramillo, the Superintendent of the Alhambra Unified School District, requested the lease\nbe renewed. There is no cost to the City for the Alhambra Unified School District’s\ncontinued use of the land, as such it is recommended that the lease be continued at no\nfee.\nRecommended Action: City Council authorize the City Manager to execute a\nrenewal of a lease of land to the Alhambra Unified School District for a period of 5 years,\nwith two additional 5-year options at no cost (C2M24-5), subject to final language approval\nby the City Manager and City Attorney.
