8. Approve an agreement with Raftelis Financial Consultants, Inc., dba Raftelis, in an amount not to\nexceed $185,000, to provide a strategic staffing study for the Police Department; and authorize\nthe Chief of Police to administer the agreement and execute and administer any future\namendments with non-substantive changes to the agreement, as determined by the Office of the\nCity Attorney.
