A Public Hearing to consider an Ordinance Amending Sections of Title 19 and Title 21 of the\nGlendora Municipal Code to Establish a Community Art Program (File No. PLN23-0006)\nCITY RECOMMENDATION: Open and conduct the Public Hearing, accept evidence and\ntestimony presented and in the absence of substantial evidence to the contrary consider the\nfollowing: 1. Find and determine that the Ordinance and Resolution are exempt from the\nCalifornia Environmental Quality Act (CEQA); 2. ​First Reading and Introduction of an\nOrdinance entitled, “AN ORDINANCE OF THE CITY COUNCIL AMENDING CERTAIN\nSECTIONS OF TITLE 19 (BUILDING AND CONSTRUCTION) AND TITLE 21 (ZONING)\nOF THE GLENDORA MUNICIPAL CODE TO IMPLEMENT A COMMUNITY ART\nPROGRAM WHICH INCLUDES A PUBLIC ART ALLOCATION REQUIREMENT”; by\nreading of the title only and waiving further reading; 3. ​Schedule second reading and adoption of\nthe Ordinance for the January 23, 2024, City Council meeting; 4. ​Direct the preparation of a\nsummary ordinance for publication; and 5. ​Direct staff to notice and schedule a public hearing\namending the Master Fee Schedule to add an art in-lieu fee.
