FIND THE LIFT STATION IMPROVEMENT PROJECT EXEMPT FROM\nREVIEW UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT\n(CEQA) PURSUANT TO SECTION 15301(B) OF TITLE 14, CHAPTER 3\nOF THE CALIFORNIA CODE OF REGULATIONS (CLASS 1, EXISTING\nFACILITIES EXEMPTION), APPROVAL OF THE PLANS AND\nSPECIFICATIONS AVAILABLE AT THE OFFICE OF THE CITY CLERK AND\nAT THE DAIS, AWARD OF A CONSTRUCTION AGREEMENT TO CWS\nSYSTEMS, INC. FOR THE LIFT STATION IMPROVEMENT PROJECT NO.\n21-8022, IN THE TOTAL AMOUNT (BASE BID PLUS ALTERNATE BIDS\nA1 & A2) OF $2,276,000, AND REJECT ALL OTHER BIDS; AWARD OF A\nPROFESSIONAL SERVICES AGREEMENT FOR CONSTRUCTION\nMANAGEMENT AND INSPECTION SERVICES TO Z&K CONSULTANTS IN\nTHE AMOUNT OF $230,000; APPROVAL OF AMENDMENT NO. 3 TO THE\nPROFESSIONAL SERVICE AGREEMENT WITH DUDEK FOR\nCONSTRUCTION SUPPORT IN THE AMOUNT OF $45,500;\nAUTHORIZATION FOR PARKS AND PUBLIC WORKS DIRECTOR/CITY\nENGINEER TO APPROVE CONTINGENCIES IN AN AMOUNT NOT TO\nEXCEED $250,600; AND APPROPRIATION OF AN ADDITIONAL\n$1,571,181 TO ACCOUNT #394-44-4600-8022 FROM THE CIP FUND\nBALANCE RESERVES\nRecommendation: Staff recommends that the City Council 1) find the Lift Station\nImprovement Project exempt from review under the California Environmental Quality\nAct (CEQA), 2) approve the Plans and Specifications available at the office of the City\nClerk and at the dais, 3) award a Construction Agreement to CWS Systems, Inc., 4)\naward a Professional Services Agreement for construction management and\ninspection services to Z&K Consultants, 5) approve Amendment No. 3 to the\nProfessional Services Agreement with Dudek for construction support services, and 6)\nauthorize the Parks and Public Works Director/City Engineer to approve contract\nchange orders and other contingencies in an amount not to exceed $250,600. If the\nCouncil concurs with staff’s recommendation, an appropriate motion would be:\n“I move to 1) find the Lift Station Improvement Project exempt from review under\nthe California Environmental Quality Act (CEQA) pursuant to Section 15301(b) of Title\n14, Chapter 3 of the California Code of Regulations (Class 1, Existing Facilities\nexemption), 2) approve the Plans and Specifications available at the office of the City\nClerk and at the dais, 3) award a Construction Agreement to CWS Systems, Inc., for\nthe Lift Station Improvement Project No. 21-8022 in the amount of $2,276,000, and\nreject all other bids, 4) award a Professional Services Agreement for construction\nmanagement and inspection services to Z&K Consultants in the amount of $230,000,\n5) approve Amendment No. 3 to the Professional Services Agreement with Dudek in\nthe amount of $45,500, and 6) authorize the Parks and Public Works Director/City\nEngineer to approve contract change orders and other contingencies in an amount\nnot to exceed $250,600, and 7) appropriate an additional $1,571,181 to account\n#394-44-4600-8022 (Lift Station Improvements) from the CIP fund balance\nreserves.\nCONSENT CALENDAR
