15. Approve the Purchase or Authorize a "Lease to Own” Agreement for a\nCombination Jet/Vacuum Truck for the City's Wastewater Division\nRecommendation -\n1. Waive bidding procedures pursuant to El Segundo Municipal Code § 1-7-\n9(A) and authorize the purchase of a combination jet/vacuum sewer truck\nfor $667,878; or\n2. Waive bidding procedures pursuant to El Segundo Municipal Code § 1-7-\n9(A) and authorize the City Manager to execute a "Lease to Own"\nagreement for a combination jet/vacuum sewer truck for a 10-year lease\nto own expenditure of $836,000, and authorize an additional $50,000 as\ncontingency funds for potential unforeseen changes in price with Trans\nLease, Inc.\n3.
