3-H. PREFERENTIAL PARKING DISTRICT: E. HELLMAN AVENUE FROM N. ALHAMBRA\nAVENUE TO N. NICHOLSON AVENUE.\nIt is recommended that the City Council consider:\n(1) Adopting a Resolution designating E. Hellman Avenue from N. Alhambra Avenue to N.\nNicholson Avenue among the preferential parking districts; and\n(2) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the proposed Ordinance pursuant to the\nCalifornia Environmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and\nthe regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA\nGuidelines”). CEQA Guideline § 15303 exempts activity that results in new construction or\nconversion of small structures. The Resolution creates a preferential parking district governing\nparking within a designated area and which requires installation of pedestrian level street\nsignage. Accordingly, the Resolution is exempt from further review.
