Continued Public Hearing to consider Conditional Use Permit No. 3154-21,\nDesign Review No. 5060-21, and Minor Site Plan Review No. 1074, and Zone\nChange No. 1305-21 for a new express car wash facility and associated vacuum\ncanopies located at 1325 West Katella Avenue; and finding that the Zone Change\nwas already considered in the scope of the City of Orange General Plan Program\nEIR, and the project is exempt from CEQA. An ordinance of the\nCity Council of the City of Orange approving Zone Change No. 1305-21 rezoning\nproperty located at 1325 West Katella Avenue to Urban Mixed Use to establish\nconsistency between the Urban Mixed Use General Plan land use designation and\nzoning classification in accordance with state law.\n2. Adopt Resolution No. 11419.
