RESOLUTION NO. - Increase of $1,500,00 in Contingency: For the Terminal 2 Federal Inspection Services Improvements Project at Los Angeles International Airport for future change orders to Contract DA-5570 with Hensel Phelps Construction Co.; and appropriation of $1,500,000, thereby increasing the project direct budget to $24,781,814 \nPURPOSE: Delta Air Lines (Delta) is currently embarking on a Modernization Program for Terminal 2 (T2) and Terminal 3 (T3) that replaces T3 and renovates portions of T2. In conjunction with said Delta program, Los Angeles World Airports is refurbishing the T2 federal inspection services facility to meet certain standards of the United States Customs and Border Protection component of the Department of Homeland Security. The project will improve the guest experience for incoming international travelers arriving in T2 and T3. The proposed action is to increase the Owner's Contingency to cover scope that was not identified as part of the original project. \nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.i and Article III, Class 1 (1) of the Los Angeles City CEQA Guidelines; approve an increase of $1,500,000 in the budgeted Owner's Contingency, to bring the total Owner's Contingency to $4,866,200, which can only be utilized through change orders authorized by the Chief Executive Officer, or designee, or the Board of Airport Commissioners; further approve appropriation of $1,500,000 to the Terminal 2 Federal Inspection Services Facility Improvements Project; and authorize the Chief Executive Officer, or designee, to approve and execute change orders to the contract up to the budgeted Owner's Contingency of $4,866, 200 for the project provided that, prior to execution of any change order in excess of $500,000, the Board of Airport Commissioners shall first have reviewed and authorized execution thereof, and such authorization shall have become final pursuant to City Charter Section 245.
