RESOLUTION NO.      - Sixty-four (64)-month Lease with David Gutierrez dba Old Mission Financial, Inc.:  Covering office space in the Los Angeles World Airports-owned Aviation Plaza, located at 16461 Sherman Way, Van Nuys, for revenue of $98,455 over the term \nPURPOSE: Staff request approval of the proposed lease with David Gutierrez dba Old Mission Financial, Inc. for office space at Aviation Plaza. Approval of the lease will maintain and grow lease revenue. The action will generate $98,455 in revenue for Los Angeles World Airports over the term. \nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article III, Class 1 (18)(c) and (e) of the Los Angeles City CEQA Guidelines; find that the City's competitive bidding restrictions do not apply pursuant to Board Resolution 27530 whereby the Board of Airport Commissioners and the City Council found that it would be in the best interest of the City to contract with Colliers International Real Estate Management Services, Inc. for leasing services at Aviation Plaza; approve the Lease with David Gutierrez dba Old Mission Financial, Inc.; authorize the Interim Chief Executive Officer, or designee, to execute said Lease after approval by the Los Angeles City Council and approval as to form by the City Attorney; and further approve appropriation of $7,007.20 for broker commissions and $15,690 for tenant improvements. RESOLUTION NO.      - Request for Los Angeles City Council to consider and approve an Ordinance:  Allowing the Board of Airport Commissioners to authorize the Chief Executive Officer to utilize Alternative Delivery Methods and a Competitive Sealed Proposal Selection process for the West Campus Redevelopment Program and related projects at Los Angeles International Airport \nPURPOSE: This action is to request the Los Angeles City Council to consider and approve an ordinance allowing Los Angeles World Airports to use Alternative Delivery Methods--which include, but are not limited to, design-build, progressive design-build, public private partnerships, multiple award task order contract, and construction manager at risk; and further to use the Competitive Sealed Proposal Selection process for delivery of the West Campus Redevelopment Program and related projects at Los Angeles International Airport, in accordance with Los Angeles City Charter Section 371(b). \nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.m of the Los Angeles City CEQA Guidelines; request the Los Angeles City Council to consider and approve an ordinance allowing the Board of Airport Commissioners to authorize the Chief Executive Officer to utilize Alternative Delivery Methods for delivery of the West Campus Redevelopment Program and related projects at Los Angeles International Airport, pursuant to a Competitive Sealed Proposal Selection process; find that use of Alternative Delivery Methods, paired with a Competitive Sealed Proposal Selection process, should be authorized based on operational need, schedule, and technical aspects of said program, and that awarding to the lowest responsive and responsible bidder, without any involvement from the contractor during the design stage, would be neither practical nor advantageous. RESOLUTION NO.      - Increase of $1,500,00 in Contingency:  For the Terminal 2 Federal Inspection Services Improvements Project at Los Angeles International Airport for future change orders to Contract DA-5570 with Hensel Phelps Construction Co.; and appropriation of $1,500,000, thereby increasing the project direct budget to $24,781,814 \nPURPOSE: Delta Air Lines (Delta) is currently embarking on a Modernization Program for Terminal 2 (T2) and Terminal 3 (T3) that replaces T3 and renovates portions of T2. In conjunction with said Delta program, Los Angeles World Airports is refurbishing the T2 federal inspection services facility to meet certain standards of the United States Customs and Border Protection component of the Department of Homeland Security. The project will improve the guest experience for incoming international travelers arriving in T2 and T3. The proposed action is to increase the Owner's Contingency to cover scope that was not identified as part of the original project. \nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.i and Article III, Class 1 (1) of the Los Angeles City CEQA Guidelines; approve an increase of $1,500,000 in the budgeted Owner's Contingency, to bring the total Owner's Contingency to $4,866,200, which can only be utilized through change orders authorized by the Chief Executive Officer, or designee, or the Board of Airport Commissioners; further approve appropriation of $1,500,000 to the Terminal 2 Federal Inspection Services Facility Improvements Project; and authorize the Chief Executive Officer, or designee, to approve and execute change orders to the contract up to the budgeted Owner's Contingency of $4,866, 200 for the project provided that, prior to execution of any change order in excess of $500,000, the Board of Airport Commissioners shall first have reviewed and authorized execution thereof, and such authorization shall have become final pursuant to City Charter Section 245. RESOLUTION NO.      - First Amendment to Contract DA-5605 with Swinerton Builders:  In amount of $42,902,220, covering Phase 2A of the Landside Access Modernization Program Intermodal Transportation Facility Auxiliary Curbs Project at Los Angeles International Airport; and appropriation of $52,252,220 for said project \nPURPOSE: Approval of the First Amendment to Contract DA-5605 with Swinerton Builders enables commencement of Phase 2A of the Intermodal Transportation Facility (ITF) Auxiliary Curbs Project. Phase 2A includes, but is not limited to, early procurement of long lead time materials, buy out of critical construction packages, design completion, final permitting, hazardous materials remediation, and additional site investigations. The project will ultimately provide convenient and efficient passenger pick-up and drop-off areas at the Los Angeles International Airport (LAX) Economy Parking Facility and ITF East at LAX. \nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.i of the Los Angeles City CEQA Guidelines; approve the First Amendment to Contract DA-5605 with Swinerton Builders, subject to change order authority by the Chief Executive Officer, as necessary; further approve a budgeted owner's contingency of $4,000,000 for Phase 2A of the project, whereas, to date, the Board of Airport Commissioners authorized $3,000,000 in project contingency for Phase 1, thereby bringing the total budgeted owner's contingency to $7,000,000, which can only be utilized through change orders authorized by the Chief Executive Officer, or designee; further approve appropriation of capital funds in amount of $52,252,220 for Phase 2A of the project, including, but not limited to, early procurement of long lead time materials, buy out of critical construction packages, design completion, final permitting, hazardous materials remediation, site investigations, owner-carried soft costs, and project contingency, whereas, staff will return to the Board of Airport Commissioners upon completion of the full and final Guaranteed Maximum Price proposal and request approval of a contract amendment for Phase 2B for the balance of construction of the project and appropriation of the associated funds; authorize the Chief Executive Officer, or designee, to approve and execute change orders to the contract up to the budgeted owner's contingency of $4,000,000 for Phase 2A of the project, provided that, prior to execution of any change order in excess of $1,000,000, the Board of Airport Commissioners shall first have reviewed and authorized execution thereof, and such authorization shall become final pursuant to Charter Section 245; and further authorize the Chief Executive Officer, or designee, to execute said First Amendment after approval as to form by the City Attorney. RESOLUTION NO.      - Award of three (3)-year Concession Agreement to Areas USA LAX LLC:  Covering management and operation of temporary food, beverage, and retail concessions in Terminal 4 at Los Angeles International Airport, for estimated revenue of $4,000,000 over the term \nPURPOSE: Staff request approval of the proposed temporary concession agreement to provide food, beverage, and retail services in areas of Terminal 4 at Los Angeles International Airport that will have no concessions services due to the terminal renovation project. The short-term agreement will provide necessary amenities to airport guests and is expected to generate $4,000,000 in revenue for Los Angeles World Airports over the three (3)-year term. \nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article III, Class 1 (18)(c) of the Los Angeles City CEQA Guidelines; find that the work can be performed more economically or feasibly by an independent contractor than by City employees; further find that Areas USA LAX LLC is responsive and responsible, and that entering into the Agreement is in the best interest of the City; approve Award of Concession Agreement to Areas USA LAX LLC; and authorize the Interim Chief Executive Officer, or designee, to execute said Concession Agreement after approval as to form by the City Attorney. RESOLUTION NO.      - Award of one (1)-year Contract to Global Resource Management, Inc. dba GRM Research:  With two (2) one-year renewal options, covering guest satisfaction survey field data collection services at Los Angeles International Airport, for cost not to exceed $444,520 \nPURPOSE: The purpose of the proposed action is to award a contract to Global Resource Management, Inc. dba GRM Research to provide guest satisfaction survey field data collection services for Los Angeles World Airports. Data provided through the service will assist in identifying, prioritizing, and developing guest experience improvements at Los Angeles International Airport. \nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.f of the Los Angeles City CEQA Guidelines; find that the work can be performed more economically or feasibly by an independent contractor than by City employees; further find that the Request for Proposals process used in the competitive process satisfies the requirements of Administrative Code Section 10.17 and is compatible with the City's interests; approve Award of Contract to Global Resource Management, Inc. dba GRM Research; and authorize the Interim Chief Executive Officer, or designee, to execute said Contract after approval as to form by the City Attorney. RESOLUTION NO.      - Award of three (3)-year Contract to James T. Edson dba NuView Environmental:  Covering supply and delivery of ultraviolet lamps and fixtures for Los Angeles World Airports, for cost not to exceed $675,000 \nPURPOSE: The purpose of the requested action is to establish a contract for ultraviolet (UV) lamps and fixtures for Los Angeles World Airports. Those specialized lamps produce UV light that is effective in the disinfection of air and surfaces, thereby promoting the health and well-being of passengers and employees, as well as maintaining clean hygienic cooling coils in air conditioning units. The germicidal qualities of UV lamps are simple, effective ways to curb bacterial and viral growth. \nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.f of the Los Angeles City CEQA Guidelines; approve Award of Contract to James T. RESOLUTION NO.      - Award of three (3)-year Contract to International Coatings Company, Inc.:  Covering supply and delivery of airfield and traffic marking paint for Los Angeles International Airport and Van Nuys Airport, for cost not to exceed $900,000 \nPURPOSE: The purpose of the proposed action is to establish a contract with International Coatings Company, Inc. for supply and delivery of airfield and traffic paint at Los Angeles International Airport and Van Nuys Airport for amount not to exceed $900,000 to continue maintenance of pavement markings that are essential to overall airfield, vehicle, and pedestrian safety. \nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.f of the Los Angeles City CEQA Guidelines; approve Award of Contract to International Coatings Company, Inc.; and authorize Interim Chief Executive Officer, or designee, to execute said Contract after approval as to form by the City Attorney. RESOLUTION NO.      - Funding of not to exceed $3,200:  For one (1) member of the Los Angeles International Airport Community Noise Roundtable and one (1) member of the Van Nuys Airport Citizens Advisory Council to attend the University of California at Davis 2024 Aviation Noise & Emissions Symposium on March 2-4, 2024 \nPURPOSE: The proposed action will approve the registration fees and related travel costs for two (2) community members--one from the Los Angeles International Airport Community Noise Roundtable and one from the Van Nuys Airport Citizens Advisory Council, to attend the University of California at Davis 2024 Aviation Noise & Emissions Symposium. \nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.f of the Los Angeles City CEQA Guidelines; find that the work can be performed more economically or feasibly by an independent contractor than by City employees; approve funding of not to exceed $3,200 for a member of the Los Angeles International Airport Community Noise Roundtable and a member of the Van Nuys Airport Citizens Advisory Council to attend the University of California at Davis 2024 Aviation Noise & Emissions Symposium; and authorize the Interim Chief Executive Officer, or designee, to pay the related expenses. RESOLUTION NO.      - Los Angeles International Airport Zero-Emission Ground Support Equipment Policy:  To further reduce air emissions from ground support equipment operating at Los Angeles International Airport \nPURPOSE: To further reduce air quality emissions at Los Angeles International Airport (LAX), Los Angeles World Airports (LAWA) staff recommend implementing the LAX Zero-Emission Ground Support Equipment Policy (ZE GSE Policy) for LAX ground support equipment operators. The ZE GSE Policy will complement, but does not replace or supersede, the existing LAX Ground Support Equipment Emissions Policy (GSE Policy) adopted by the Board of Airport Commissioners in 2019. Implementation of the ZE GSE Policy aligns with LAWA's Sustainability Action Plan goals for improving air quality by encouraging use of cleaner technologies in airport ground operations. The focus on zero-emission ground support equipment reflects a commitment to reducing the environmental impact of airport activities and fostering a more sustainable aviation industry. \nRECOMMENDATIONS: Adoption of the Report requesting that the Board of Airport Commissioners determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.f of the Los Angeles City CEQA Guidelines; approve the Los Angeles International Airport Zero-Emission Ground Support Equipment Policy; and authorize the Interim Chief Executive Officer, or designee, to implement said policy after approval as to form by the City Attorney.
