14. AUTHORIZATION TO ENTER INTO A CONTRACT WITH 3DI INC., FOR IMPLEMENTATION,\nOPERATIONS AND MAINTENANCE OF A RENTAL REGISTRY DATABASE/PORTAL IN AN AMOUNT NOT-\nTO-EXCEED\n$269,714 (Rent Stabilization Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed contract in the agenda report is exempt from the California Environmental\nQuality Act (“CEQA”) pursuant to State CEQA Guidelines Section 15061(b)(3), the “Common Sense” exemption\nthat CEQA only\napplies to projects that may have an effect on the environment; and\n(2) Authorize the City Manager to enter into a contract, as a result of a competitive selection process, as\nspecified by Section 4.08.047 of the Pasadena Municipal Code, with 3Di Inc., for implementation, operation, and\nmaintenance of a Rental Registry Database/Portal for an amount not-to-exceed $269,714 for a three-year\nperiod. Competitive Bidding is not required pursuant to the City Charter Section 1002(F), contracts for\nprofessional or unique\nservices.
