9. AWARD CONTRACT: DESIGN SERVICES FOR PREPARATION OF ADAPTIVE\nTRAFFIC/TRAFFIC RESPONSIVE UPGRADES PROJECT - PHASE 1 – F2M23-47,\nRFP2M23-17, C2M24-8, M2M24-14\nThe City was awarded funding through the Los Angeles County Metropolitan\nTransportation Authority (LACMTA) for four traffic signal improvement projects within the\nCity of Alhambra (Project ID# MR 1.3.2.01 Atlantic, MR 1.3.1.02 Fremont, MR 1.3.1.01\n5\n1-22-24\nGarfield, and MR 1.3.2.06 Valley). The City released a Request for Proposals (RFP) and\nreceived four proposals for the preparation of Phase 1 of the City’s Adaptive Traffic/Traffic\nResponsive Control Systems Project. Following an extensive selection process, staff\nselected Advantec Consulting Engineers, Inc. as the most qualified consultant for this\nwork. Staff requests the City Council approve an agreement with Advantec Consulting\nEngineers, Inc., in an amount not to exceed $231,008. Phase 1 consists of the\ndevelopment of the preliminary design concepts of traffic elements and identification of\nactual locations for the project. Phase 2 consists of the preparation of actual engineering\ndesigns and plans, estimates, and specifications for implementation of all improvements\nas developed in Phase 1. The Project is located along the four major corridors of Atlantic\nBoulevard, Fremont Avenue, Garfield Avenue and Valley Boulevard. There are 62\nsignalized intersections along these four corridors.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Advantec Consulting Engineers, Inc.\nin an amount not to exceed $231,008 to prepare Phase 1 of the City’s Adaptive\nTraffic/Traffic Responsive Control Systems Project; and, direct staff to undertake the steps\nnecessary to finalize Council’s action.
