SECOND READING AND ADOPTION OF ORDINANCE O2M23-4823 APPROVING\nZONING TEXT AMENDMENT AMD-23-10 (THE COMPREHENSIVE UPDATE TO THE\nCITY OF ALHAMBRA ZONING CODE [TITLE 23 OF THE ALHAMBRA MUNICIPAL\nCODE]) AND ZONING MAP AMENDMENT AMD-23-09 (AN AMENDMENT TO THE\nCITY OF ALHAMBRA OFFICIAL ZONING MAP); AND ADOPTION OF A RESOLUTION\nAPPROVING GENERAL PLAN TEXT AMENDMENT AMD-23-08 (AN AMENDMENT TO\nTHE LAND USE AND COMMUNITY DESIGN CHAPTER OF THE CITY OF ALHAMBRA\nGENERAL PLAN, VISION 2040), GENERAL PLAN MAP AMENDMENT AMD-23-07 (AN\nAMENDMENT TO THE CITY OF ALHAMBRA GENERAL PLAN LAND USE MAP), AND\nINITIAL STUDY/NEGATIVE DECLARATION – F2M20-24, O2M23-4823, R2M23-54\nAfter receiving staff’s presentation and public testimony at the November 13, 2023 public\nhearing and then continuing the public hearing to the December 11, 2023 meeting, the\nCity Council deliberated and determined which of the Planning Commission’s\nrecommendations to include and gave first reading to Ordinance No. O2M23-4823\napproving Zoning Text Amendment AMD-23-10 (The Comprehensive Update to the City\nof Alhambra Zoning Code [Title 23 of the Alhambra Municipal Code]) and Zoning Map\nAmendment AMD-23-09 (An Amendment to the City of Alhambra Official Zoning Map).\nAdditionally, the Council deliberated and determined which of the Planning Commission’s\nrecommendations to include in a Resolution approving General Plan Text Amendment\nAMD-23-08 (An Amendment to the Land Use and Community Design Chapter of the City\nof Alhambra General Plan, Vision 2040), General Plan Map Amendment AMD-23-07 (An\nAmendment to the City of Alhambra General Plan Land Use Map), and adopting the Initial\nStudy/Negative Declaration for the Project pursuant to the California Environmental\nQuality Act (CEQA). At the January 8, 2024 Council meeting, after further deliberation, the\nCouncil made further revisions to the Ordinance and Resolution. The Council then gave\nfirst reading to Ordinance No. O2M23-4823. Staff is requesting that the City Council\nintroduce O2M23-4823 for its second reading and adopt the ordinance as well as adopt\nthe related Resolution (R2M23-54).\nThe staff reports and attachments from all previous Planning Commission and City Council\npresentations on the Zoning Code, including the staff report and attachments prepared for\nthe public hearings on November 13th and December 11th, are available through the project\nwebsite at: https://www.alhambracodeupdate.com/participate.\nRecommended Action: City Council, by one motion, take the following actions:\n1. Declare introduced for its second reading and adopt the following ordinance\nentitled:\nOrdinance No. O2M23-4823: AN ORDINANCE OF THE ALHAMBRA CITY COUNCIL\nADOPTING ZONING TEXT AMENDMENT AMD-23-10, THE COMPREHENSIVE\nUPDATE TO THE CITY OF ALHAMBRA ZONING CODE (TITLE 23 OF THE\nALHAMBRA MUNICIPAL CODE), AND ZONING MAP AMENDMENT AMD-23-09, AN\n7\n1-22-24\nAMENDMENT TO THE CITY OF ALHAMBRA OFFICIAL ZONING MAP; and,\n2. Adopt the Resolution No. R2M23-54 entitled: A RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF ALHAMBRA, CALIFORNIA, APPROVING GENERAL\nPLAN TEXT AMENDMENT AMD-23-08, AN AMENDMENT TO THE LAND USE AND\nCOMMUNITY DESIGN CHAPTER OF THE CITY OF ALHAMBRA GENERAL PLAN,\nVISION 2040; GENERAL PLAN MAP AMENDMENT AMD-23-07, AN AMENDMENT\nTO THE CITY OF ALHAMBRA GENERAL PLAN LAND USE MAP; AND ADOPTING\nTHE INITIAL STUDY/NEGATIVE DECLARATION FOR THE PROJECT PURSUANT\nTO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA).
