11. Award the contract to the lowest responsible bidder, Onyx Paving Company, Inc., in the amount\nof $9,163,000, for the Sabina Neighborhood Improvements Phases 4 and 5 and the Sycamore\nStreet Rehabilitation Project; authorize the Director of Public Works to execute the contract,\nand related documents, and to take the necessary actions to implement and administer the\ncontract; determine that the Project is categorically exempt under the California Environmental\nQuality Act pursuant to Class 1, Section 15301 (Existing Facilities) of Title 14 of the California\nCode of Regulations; and authorize the Finance Director to execute the Escrow Agreement\npertaining to contract retentions.
