Approve an agreement, in substantial form, with Raftelis Financial Consultants, Inc. dba\nRaftelis, in an amount not to exceed $185,000, to provide a strategic study for the Police\nDepartment; authorize the Chief of Police to execute and administer the agreement; and\nauthorize minimal changes that do not substantially modify the terms and conditions of the\nagreement, provided the changes are determined to be de minimis by the City Attorney’s\nOffice.
