o) REPORT ADOPTION OF AN ORDINANCE AMENDING TITLE 17 OF THE\n24-0015 HERMOSA BEACH MUNICIPAL CODE ZONING TEXT\nAMENDMENT (ZTA 23-02-B) ADDING THE LAND VALUE\nRECAPTURE PROGRAM AND AMENDING CRITERIA FOR\nAFFORDABLE HOUSING\n(Community Development Director Carrie Tai)\nRecommendation: Staff recommends City Council:\n1. Waive the full second reading and adopt by title only an Ordinance of the City of\nHermosa Beach, California, approving Zoning Text Amendment (ZTA 23-02-B), to amend\nthe Title 17 of the Hermosa Beach Municipal Code (Zoning Ordinance) to add the Land\nValue Recapture Program for Affordable Housing, amend certain criteria for affordable\nhousing, and determine the actions are consistent with the PLAN Hermosa Final\nEnvironmental Impact Report pursuant to the California Environmental Quality Act\n(CEQA) (Attachment 1);\n2. Direct the City Clerk to print and publish the summary ordinances in a newspaper of\ngeneral circulation within 15 days following adoption and post it on the City's bulletin for\n30 days.
