B. Introduction and First Reading of an Ordinance Amending the City’s Tenant Protection Laws and\nDiscussion of Potential Resolution for Charter Amendments for additional Tenant Protections\nNew Item Received. 1/19/2024\nRecommended Actions\nStaff recommends that the City Council:\n1. Adopt a finding of Categorical Exemption pursuant to Section 15061(b)(3)\n(Common Sense Exemption) of the California Environmental Quality Act (CEQA)\nGuidelines;\n2. Introduce for first reading an ordinance amending the City’s Tenant Protection\nCode, Housing Anti-Discrimination Code, Tenant Harassment Code, and Tenant Buyout\nAgreements Code; and\n3. Consider directing staff to draft a Resolution to amend the City Charter related to\ntenant protections, including, but not limited to amendments to Chapters 18 and 23 of the\nCity Charter, which govern just causes for eviction from rent controlled and non-rent-\ncontrolled units respectively.\na.
