Second Amendment to the Professional Services\nAgreement between the City of Encinitas and HdL\nCompanies for Cannabis Management Services; and\nInitiation of Amendments to the Municipal Code and\nthe Local Coastal Program to Implement State Law\nSB 1186; and Status Update on Cannabis Retailers.\nEnvironmental Considerations: The actions before the\nCity Council are not subject to the California\nEnvironmental Quality Act (CEQA) pursuant to Section\n15060(c)(3) of the CEQA Guidelines since the actions\nare not a "project" pursuant to Section 15378(b)(5).\nThe actions involve an organizational or administrative\nactivity of government that will not result in a direct or\nindirect physical change in the environment.\nEnvironmental review will be conducted in connection\nwith and prior to the adoption of any resulting\nordinances. Contact Person: Senior Planner Jedynak\nRecommended Action: 1) Authorize the City\nManager, in coordination with the City Attorney, to\nexecute a Second Amendment to the Professional\nConsultant Services Agreement, in substantial form,\nfor Cannabis Management Services with HdL\nCompanies; 2) Adopt Resolution No. 2024-11 titled "A\nResolution of the City Council of the City of Encinitas,\nCalifornia Amending the Fiscal Year 2023-24 Budget";\n3) Adopt Resolution No. 2024-12 titled "A Resolution\nof the City Council of the City of Encinitas, California,\nDirecting Staff to Initiate Amendments to the Municipal\nCode and the Local Coastal Program to Implement\nState Law SB 1186 Allowing Non-Storefront Medicinal\nCannabis Delivery;" and 4) Receive a status update\non retail cannabis applicants.\n2024-01-124 Item 10C HdL Cannabis Contract\nExtension
