10. PROFESSIONAL CONSULTING SERVICES CONTRACT AWARD FOR\nENVIRONMENTAL CONSULTING SERVICES RELATED TO\nENVIRONMENTAL IMPACT REPORTS (EIRS)\nRECOMMENDED ACTION: 1. Award a Professional Consulting Services\nAgreement in the amount of $873,540.88 to LSA Associates, Inc. (“LSA”),\nof Irvine, California, to provide Environmental Consulting Services related\nto Environmental Impact Reports (EIRs). The EIRs are for three projects\n(Site Development Permits 08-23-5653, 09-23-5658, and 06-21-5437)\nlocated at 26110, 26140, 26160, 26250, and 26200 Enterprise Way. 2.\nAuthorize the Mayor to sign and the City Clerk to attest to the Professional\nConsulting Services Agreement with LSA, substantially in the form\nattached. 3. Adopt a Resolution entitled: RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF LAKE FOREST, CALIFORNIA, AMENDING\nTHE 2023-2025 OPERATING BUDGET; AMENDING APPROPRIATIONS\nFOR FISCAL YEAR 2023-24.
