4. CONSIDERATION AND APPROVAL OF AMERICAN RESCUE PLAN ACT (ARPA)\nSPENDING PLAN\nRECOMMENDED THAT CITY COUNCIL:\n1. Approve the American Rescue Plan Act (ARPA) Spending Plan for the following\ncapital improvement projects; and\n2. Authorize the City Manager to effectuate the distribution of funds according to the\napproved ARPA Spending Proposal.
