Ordinance NO. 311, Development Code Amendment, DCA-01-23, Section\n9.63.020 & Section 9.68.020, Change of Use Requirements for Existing\nStructures, Conditional Use and Site Plan Review Applications.\nRecommendation:\nAN ORDINANCE OF THE TOWN COUNCIL OF THE TOWN OF YUCCA\nVALLEY, CALIFORNIA, AMENDING SECTION 9.63.020 OF THE YUCCA\nVALLEY DEVELOPMENT CODE RELATED TO CHANGE OF USE FOR\nCONDITONAL USE PERMTIS AND 9.68.020 FOR SITE PLAN REVIEW AND\nCHANGE OF USE\nThat the Town Council introduces Ordinance No. 311 amending section\n9.63.020 of the Yucca Valley Development Code related to change of\nuse for Conditional Use Permits and 9.68.020 for Site Plan Review.\nThat the Town Council finds the project is exempt from the California\nEnvironmental Quality Act (CEQA) pursuant to Section 15061(b)(3)\nwhich states that if an activity is covered by the general rule that CEQA\napplies only to projects which have the potential for causing a\nsignificant effect on the environment, and where it can be seen with\ncertainty that there is no possibility that the activity in question may\nhave a significant effect on the environment, the activity is not subject\nto CEQA.
