23. Determine that the proposed actions are not subject to the California Environmental Quality Act\n(CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the State CEQA Guidelines\nbecause they will not result in a direct or reasonably foreseeable indirect physical change in the\nenvironment and are not a “project,” as that term is defined in Section 15378 of the State\nCEQA Guidelines.\nMOTION:\nORDINANCE NO. (INTRODUCTION) AN ORDINANCE OF THE CITY OF\nANAHEIM amending the Title of Chapter 4.52 of the Anaheim Municipal Code from “Peddlers\nand Solicitors” to “Solicitors and Sidewalk Vendors”; amending certain Sections of Chapter 4.52\nof the Anaheim Municipal Code to establish operational standards for sidewalk vendors in order\nto protect public health, safety, and welfare; to provide an additional enforcement mechanism\nand appeal process for a violation of sidewalk vendor regulations; and to make other\nmodifications consistent therewith.
