12. NOTICE INVITING BIDS: ASBESTOS ABATEMENT AT THE FORMER LIBRARY\nSATELLITE BUILDING – 2025 SOUTH FREMONT AVENUE – F2M24-23, N2M24-20\nStaff applied for, and was awarded funding with assistance from Assemblymember Mike\nFong to expand green space, in accordance with the City Council’s Strategic Plan\nobjectives, by constructing a pocket park at the former library satellite building. The grant\nagreement with the State has been fully executed, and all funds for the project must be\ndisbursed by June 30, 2026. LEAD TECH Environmental conducted professional asbestos\nand lead paint assessment services for the site and identified asbestos-containing\nmaterials. The planned scope of work includes: removal of Roof Penetration Mastic;\nremoval of Duct Mastic; and, removal of 12” X 12” Vinyl Floor Tiles and Mastic throughout\nthe building. Project bids are due no later than 10:30 a.m. on March 14, 2024, in the office\nof the City Clerk and will be opened at 11:00 a.m. that same day.\nRecommended Action: City Council authorize staff to circulate a Notice Inviting Bids\nto prospective contractors to abate asbestos from the former Library Satellite building\n7\n2-12-24\nlocated at 2025 South Fremont Avenue; and, direct staff to undertake the steps necessary\nto finalize the Council’s action.
