REQUEST FOR COUNCILMEMBER PARTICIPATION VIA VIDEO/TELECONFERENCE\nPURSUANT TO GOVERNMENT CODE SECTION 54953(F) – F2M23-7, M2M24-16\nOn October 9, 2023, Councilmember Andrade-Stadler requested that her Council\ncolleagues vote to allow her participation via video/teleconference at the February 12,\n2024 City Council meeting due to medical reasons. 10. AWARD CONTRACT: PURCHASE, DELIVERY AND INSTALLATION OF FURNITURE,\nFIXTURES AND EQUIPMENT AT THE POLICE DEPARTMENT – F2M23-64, RFP2M23-\n28, C2M24-10, M2M24-21\nOn November 13, 2023, the City Council approved the distribution of a Request for\nProposals (RFP) for the purchase, delivery and installation of furniture, fixtures, and\nequipment for the Police Department facility. On December 27, 2023, the City received\ntwo proposals. Four Police Department employees evaluated and ranked the responding\nproposals in accordance with the criteria stated in the RFP. One proposal did not include\nthe required payment of prevailing wages. The proposal received from Bask meets all\nrequirements of the evaluation criteria stated in the RFP including quality and\ncompleteness of submitted proposal, project timeline and implementation plan, fee\nproposal, qualifications, and experience with similar types of efforts.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Bask in an amount up to $133,554.35\nfor professional services to furnish sections of the Police Department; authorize the Chief\nof Police to execute said agreement; and, direct staff to undertake the steps necessary to\nfinalize City Council’s action. 11. NOTICE INVITING BIDS: MEN'S RESTROOM REMODEL AT THE ALHAMBRA CITY\nYARD PUBLIC WORKS BUILDING – F2M20-66, N2M24-19\nThe Alhambra City Yard is a multi-functional facility located at 900 S. New Avenue. The\nrestrooms in the Public Works building are in need of renovation and repairs. In addition\nto retrofitting for ADA compliance, the City plans to install water efficient fixtures, energy\nefficient lighting, a janitorial closet, and needed repairs to the facilities.\nRecommended Action: City Council authorize staff to circulate a Notice Inviting Bids\nto prospective contractors for the Men’s Restroom Remodel Project at the Alhambra City\nYard Public Works building; and, direct staff to undertake the steps necessary to finalize\nthe Council’s action.

12. NOTICE INVITING BIDS: ASBESTOS ABATEMENT AT THE FORMER LIBRARY\nSATELLITE BUILDING – 2025 SOUTH FREMONT AVENUE – F2M24-23, N2M24-20\nStaff applied for, and was awarded funding with assistance from Assemblymember Mike\nFong to expand green space, in accordance with the City Council’s Strategic Plan\nobjectives, by constructing a pocket park at the former library satellite building. The grant\nagreement with the State has been fully executed, and all funds for the project must be\ndisbursed by June 30, 2026. LEAD TECH Environmental conducted professional asbestos\nand lead paint assessment services for the site and identified asbestos-containing\nmaterials. The planned scope of work includes: removal of Roof Penetration Mastic;\nremoval of Duct Mastic; and, removal of 12” X 12” Vinyl Floor Tiles and Mastic throughout\nthe building. Project bids are due no later than 10:30 a.m. on March 14, 2024, in the office\nof the City Clerk and will be opened at 11:00 a.m. that same day.\nRecommended Action: City Council authorize staff to circulate a Notice Inviting Bids\nto prospective contractors to abate asbestos from the former Library Satellite building\n7\n2-12-24\nlocated at 2025 South Fremont Avenue; and, direct staff to undertake the steps necessary\nto finalize the Council’s action.

13. NOTICE OF COMPLETION: INSTALLATION OF LED LIGHTING AND CONTROL LINK\nAT THE ALHAMBRA DRIVING RANGE – F2M23-63, C2M23-70, M2M24-22\nOn August 28, 2023, the City Council awarded a contract to Musco Lighting LLC to install\nLED Lighting and a Control-Link at the Alhambra Driving Range in the amount of\n$142,668.25. There were no change orders to the project. Staff have inspected this\nproject, and all work has been completed in accordance with the City’s requirements and\nspecifications. As such, it would be appropriate for the City Council to accept this project\nas complete.\nRecommended Action: City Council accept the work of Musco Lighting LLC for the\ninstallation of LED Lighting and Control-Link at the Alhambra Driving Range as complete\nin the amount of $142,668.25; direct the City Clerk to file a Notice of Completion with the\nCounty of Los Angeles for recordation; instruct the Finance Director to release the 5\npercent retention 35 days from the date of recordation if no liens are filed; and, direct staff\nto undertake the steps necessary to finalize Council’s action. CONSIDERATION OF AN ORDINANCE APPROVING AN UPDATED AB 481 POLICY\nAND APPROVAL OF ANNUAL MILITARY EQUIPMENT REPORT – F2M22-41, O2M24-\n4827, M2M24-23\nOn April 25, 2022, the City Council adopted Ordinance No. O2M22-4803 approving a\nMilitary Equipment Use Policy (“Policy”) pursuant to assembly Bill 481 (“AB 481”). In\naccordance with the legislation and the Policy, a military equipment report must be\nsubmitted to the City Council annually for each type of military equipment approved within\none year of approval, and annually thereafter for as long as the military equipment is\navailable for use. Alhambra’s 2023 Annual Military Equipment Report, proposed 2024\nmilitary equipment purchases, and the Police Department’s updated policy are outlined in\nthe Chief of Police’s staff report dated February 12, 2024. AB 481 requires that the Council\ndetermine, based on the annual military equipment report submitted pursuant to Section\n7072, whether each type of military equipment identified in that report has complied with\nthe standards for approval set forth in Government Code section 7071(d). Staff reviewed\nDepartment records and determined there were no complaints or concerns reported on\nthe use of the equipment in 2023. Additionally, the Department conducted an internal audit\nand determined that there were no violations of the Military Equipment Use Policy.\nRecommended Action: City Council, by one motion, take the following actions:\n1. Declare introduced for its first reading the following ordinance entitled:\nOrdinance No. O2M24-4827: An Ordinance of the City Council of the City of\nAlhambra implementing AB 481 by approving an updated policy for the use of\nmilitary equipment by the Alhambra Police Department\nwhich ordinance will return for a second reading and adoption at the next regular\nCouncil meeting; and,\n8\n2-12-24\n2. Approve the Alhambra Police Department’s Annual Military Equipment Report set\nforth in the Chief of Police’s February 12, 2024 report per the requirements under\nAssembly Bill 481. (M2M24-23)

15. REORGANIZATION OF THE PARKS AND RECREATION DEPARTMENT – F2M24-2,\nR2M24-3, M2M24-24\nAn assessment of current personnel staffing levels in the Parks and Recreation\nDepartment has demonstrated a need for additional positions to be filled, created, altered\nor moved. The Parks and Recreation Department currently has two budgeted vacant full-\ntime positions - Clerical Assistant III and Park Worker I. By using the combined fully\nburdened funding of both positions, the Parks and Recreation Department can add a full-\ntime Parks Supervisor and a Clerical Assistant II. This will enable the Department to\nprovide greater oversight of services while continuing to provide enhanced quality\nprogramming and maintenance of the City’s parks and facilities at the highest possible\nlevel. No additional appropriation is required to fund the Department's reorganization. The\ncost savings of the vacant positions will offset the salary of a Parks Supervisor and Clerical\nAssistant II.\nRecommended Action: City Council, by one motion, take the following actions: 1)\nApprove the restructuring of the Parks and Recreation Department by eliminating the\nvacant positions of Clerical Assistant III and Park Worker I and creating the positions of\nParks Supervisor and Clerical Assistant II; adopt Resolution No. R2M24-3 entitled: A\nResolution of the Alhambra City Council approving a revised Class Specification for Parks\nSupervisor; and, 3) Direct staff to undertake the steps necessary to finalize Council’s\naction. 16. CONTRACT EXTENSION: PARKING ENFORCEMENT SERVICES – F2M21-23,\nC2M21-21, M2M24-25\nOn June 30, 2024, the City’s current contract with Inter-Con Security for parking\nenforcement services will expire. The contract, however, includes the option of two one-\nyear extensions, pursuant to costs and satisfactory performance by the contractor. Due to\nthe contract approaching its initial expiration date and the contractor’s continued\nsatisfactory performance, staff reached out to Inter-Con Security to obtain rates for the\nremaining two-year term, if authorized. Should the two-year amendment be approved, the\nadditional cost for the contract would be in the amount of $1,252,302.48. Increases to cost\nare the result of inflation and wage increases.\nRecommended Action: City Council approve an amendment, subject to final\nlanguage approval by the City Manager and City Attorney, to the contract between Inter-\nCon Security Systems, Inc. and the City of Alhambra (C2M21-21) for parking enforcement\nservices for an additional two years through June 30, 2026 at a cost not to exceed\n$1,252,302.48; and, direct staff to undertake the steps necessary to finalize Council’s\naction. 17. NOTICE INVITING BIDS: FIRE DEPARTMENT STATION 72 ROOFING PROJECT –\nF2M24-24, N2M24-23\n9\n2-12-24\nThe Fire Department Station 72 is a 24-hour fire and safety response facility located at\n1215 S. 6th Street. The building contains offices, living quarters, locker rooms, lunch and\nrestroom facilities and storage for firefighting apparatus, personal protective equipment,\nfire hoses and other specialized equipment for Fire Department staff. The building and\nhas remained largely unchanged since its original construction. The roof requires\nreplacement to maintain the building’s integrity and prevent further intrusion of the\nelements. The project bids are due no later than 10:30 a.m. on March 28, 2024, in the\noffice of the City Clerk, and will be opened at 11:00 a.m. that same day.\nRecommended Action: City Council authorize staff to circulate a Notice Inviting Bids\nto prospective contractors for the Fire Department Station 72 Roofing Project; and, direct\nstaff to undertake the steps necessary to finalize Council’s action.

18. RESOLUTION APPROVING REVISED CLASS SPECIFICATIONS FOR FIRE\nPROTECTION SPECIALIST AND EXECUTIVE ASSISTANT – F2M24-2, R2M24-4\nOperationally, opportunities arise that require City staff to review existing class\nspecifications to ensure standards and requirements for positions are valid and current.\nIn a recent review, City staff identified two classifications, Fire Protection Specialist and\nExecutive Assistant, that require amendments and updates to required education based\non updated standards and State course offerings for Fire Protection Specialist, and\nremoval of the requirement for a typing certificate and instead including updated language\npertaining to typing skills sections of the Executive Assistant class specification.\nFurthermore, City staff has reviewed these revisions with the Alhambra City Employees’\nAssociation (ACEA) and they have agreed to the updates and revisions proposed for the\nclass specifications. A Resolution approving the amended and revised class specifications\nis required.\nRecommended Action: City Council adopt Resolution No. R2M24-4 entitled: A\nResolution of the Alhambra City Council approving a revised Class Specification for Fire\nProtection Specialist and Executive Assistant

2. ORDINANCE AMENDING THE ZONING CODE TO ALLOW MEDICINAL CANNABIS\nDELIVERY-ONLY RETAILERS IN THE INDUSTRIAL ZONE WITH A CONDITIONAL\nUSE PERMIT AND REGULATORY BUSINESS PERMIT TO IMPLEMENT THE\nREQUIREMENTS OF SB 1186 – F2M23-78, N2M24-7, O2M24-4826\nThis is the time and place set by Notice No. N2M24-7 for the City Council to hold a public\nhearing to consider adoption of an ordinance amending the City’s Zoning Code to allow\nmedicinal cannabis delivery-only retailers in the Industrial Zone with a conditional use\npermit and a regulatory business permit to implement the requirements of SB 1186. The\n2\n2-12-24\nCalifornia Legislature adopted Senate Bill 1886 (“SB 1186”) in 2022, entitled the Medicinal\nCannabis Patients’ Right of Access Act, which precludes cities and counties from adopting\nor enforcing regulations that prohibit or have the effect of prohibiting the retail sale of\nmedicinal cannabis by delivery. SB 1186 took effect on January 1, 2024. SB 1186 allows\ncities and counties to adopt and enforce reasonable regulations on the retail sale by\ndelivery of medicinal cannabis, including zoning requirements. The City Council adopted\nan interim urgency ordinance on December 11, 2023, that is consistent with the proposed\nordinance. The interim urgency ordinance was adopted to get regulations in place by the\nJanuary 1, 2024 deadline while the City finished the process of adopting the\ncomprehensive Zoning Code update. On January 22, 2024 the City Council extended the\nurgency ordinance for ten months and fifteen days. Now that the new Zoning Code has\nbeen adopted, the City Council can move forward with the proposed amendment. The\nproposed ordinance would allow a delivery-only retailer of medicinal cannabis to be a\nconditionally permitted use in the Industrial zone. The retailer must only sell medicinal\ncannabis; the retail sale of adult-use (e.g., recreational) cannabis would remain prohibited.\nAs a delivery-only business, there would be no storefront operations (no walk-in\ncustomers). The proposed ordinance also includes separation requirements for such\nbusinesses. The ordinance also proposes that an annual business regulatory permit be\nrequired for such businesses. The proposed ordinance includes operational standards for\nthese businesses. These include security requirements, odor control measures, and a\nrequirement that product not be visible from the exterior of the property. Failure to comply\nwith the operational requirements could result in the regulatory permit being suspended,\nrevoked or not renewed.\nRecommended Action: City Council conduct a public hearing and, after receiving\npublic testimony, the Mayor should close the public hearing and the City Council declare\nintroduced for its first reading the following ordinance entitled:\nOrdinance No. O2M24-4826: An Ordinance of the City Council of the City of\nAlhambra adopted pursuant to the City’s Police powers and Business\nProfessions Code §26320 to amend Alhambra Municipal Code Section\n23.05.020 (Land Use Regulations – Commercial Zoning Districts), Section\n23.06.020 (Land Use Regulations – Employment Zoning Districts), and\nSection 23.22.080 (Cannabis Facilities, Cultivation, and Deliveries), to\nimplement California law governing Medicinal Cannabis Delivery-Only\nretailers within the City\nwhich ordinance will return for a second reading and adoption at the next regular City\nCouncil meeting.\nPRESENTATION

INTRODUCTION AND FIRST READING OF AN ORDINANCE TO AMEND ALHAMBRA\nMUNICIPAL CODE CHAPTER 2.04 (CITY COUNCIL), CHAPTER 5.25 (SIDEWALK\nVENDING PROGRAM), CHAPTER 9.16 (POSSESSION OF OPEN CONTAINER OF\nALCOHOL), CHAPTER 9.32 (LOITERING), CHAPTER 11.36 (ALL-NIGHT PARKING),\nCHAPTER 14.04 (PARK REGULATIONS), CHAPTER 22.20 (TENTATIVE TRACT\nMAPS), CHAPTER 22.24 (TENTATIVE PARCEL MAPS), CHAPTER 22.28 (LOT LINE\nADJUSTMENTS), AND ADDITION OF CHAPTER 20.01 (PERMIT EXEMPTIONS),\nSECTION 20.12.015 (BY RIGHT PROJECT DEFINITION), 22.20.070 (TENTATIVE\nTRACT MAP FOR BY RIGHT PROJECT), 22.24.060 (TENTATIVE PARCEL MAP FOR\nBY RIGHT PROJECT) AND DETERMINING THE SAME EXEMPT UNDER CEQA –\nF2M24-16, O2M24-4828, M2M24-26\nThe Alhambra Municipal Code (“AMC”) is a comprehensive gathering of ordinances\nadopted by the City Council covering a wide range of topics, such as City organization,\nparking, land use, licensing, purchasing, and contracting. From time-to-time updates are\nmade to the AMC to address new state legislation, clarify ambiguous provisions, or delete\noutdated language. While some of these changes require immediate consideration by the\nCouncil, most can be addressed periodically. Accordingly, staff intends to annually bring\na code clean up ordinance to the Council in the first quarter of each year that will address\nmodifications needed due to new legislation, as well as other suggested clarifying\nchanges. For this first such annual review, City staff is suggesting minor changes to the\nAMC to reflect current practices, clarify confusing parts of the AMC, and bring outdated\nsections into compliance with State law. The City reviewed the environmental impacts of\nthis Ordinance under the California Environmental Quality Act (Public Resources Code §§\n21000, et seq. “CEQA”) and the regulations promulgated thereunder (14 Cal. Code of\nRegs. §§ 15000, et seq., the “CEQA Guidelines”). This Ordinance is not subject to further\nreview environmental review because: (1) it will not result in a direct or reasonably\nforeseeable indirect physical change in the environment (14 Cal. Code Regs. §\n11\n2-12-24\n15060(c)(2); (2) there is no possibility that this Ordinance will have a significant effect on\nthe environment (14 Cal. Code Regs. § 15061(b)(3)); and (3) the Ordinance, by itself,\ndoes not constitute a “project” as defined in section 21065 of the Public Resources Code\nand the CEQA Guidelines (14 Cal. 3. ADOPTION OF THE BICYCLE AND PEDESTRIAN IMPROVEMENT PLAN;\nAUTHORIZATION TO REALLOCATE MEASURE R FUNDS FOR THE\nIMPLEMENTATION OF BICYCLE AND PEDESTRIAN PLAN PROJECTS; AND\nACCEPTANCE OF ENVIRONMENTAL EXEMPTION DETERMINATION – F2M22-33,\nM2M24-27\nOn January 8, 2024, staff presented the Bike and Pedestrian Improvement Plan for the\nCouncil’s consideration, pursuant to data collection, a needs assessment, and public\nengagement conducted throughout the Plan process. This Plan is a directive under the\n3\n2-12-24\nCity’s Strategic Plan under the goals of Enhancing Public Safety, Improving Infrastructure\nand Mobility, and Promoting Sustainability. The Plan presented on January 8, 2024 was\nnot adopted by the Council; rather, based on public comment for additional time to review\nthe document, consideration to adopt the Plan was tabled to the February 12th meeting.\nStaff and the City’s consultant conducted a virtual workshop on January 23, 2024; a\nSpecial Meeting with the Transportation Commission on January 24, 2024; and an in-\nperson workshop at the Library on February 1, 2024. On January 24, 2024, the\nTransportation Commission submitted a recommendation to adopt the Bicycle and\nPedestrian Improvement Plan, contingent on also aligning the Plan with Metro’s recent\nupdate to their Active Transportation Plan (for regional connectivity benefits) and removing\nthe McLean Bridge from the City’s pedestrian or bicycle network.\nRecommended Action: City Council accept the Council Subcommittee’s request to\nadopt the Bicycle and Pedestrian Improvement Plan (Plan); authorize a reallocation of\n$14.4 million in Measure R Funds to the Los Angeles County Metropolitan Transportation\nAuthority (Metro) toward the implementation of Bicycle and Pedestrian Improvement Plan\nprojects; accept the environmental review exemption determination for this Plan; and,\ndirect staff undertake the steps necessary to finalize the Council’s action. 4. AUTHORIZE RFP: WATER QUALITY TESTING LABORATORY SERVICES – F2M21-\n29, RFP2M24-2\nThe City of Alhambra, as the operator of a community water system, is required by the\nState Water Resources Control Board (SWRCB) to conduct a variety of sampling and\nanalytical analyses for drinking water. The City is also required to perform analyses for\nvarious constituents in accordance with several permits issued by the Los Angeles County\nSanitation District and Regional Water Quality Control Board. All tests must be performed\nin a certified laboratory which meets State standards. City staff has elected not to approve\nthe final one-year contract extension of the existing contract due to unsatisfactory service.\nThe Request for Proposals (RFP) would provide a one-year contract for Fiscal Year 2024-\n2025 with the option to renew for three one-year terms, if services are satisfactory.\nRecommended Action: City Council approve the distribution of a Request for\nProposals (RFP) to qualified firms for Water Quality Testing Laboratory Services, with\nproposals due no later than 4:00 p.m. on March 14, 2024.

AWARD CONTRACT: PROFESSIONAL ENGINEERING DESIGN SERVICES FOR THE\nSEWER MAIN REPLACEMENT PROJECT ON ALMANSOR STREET – F2M23-74,\nRPF2M23-29, C2M24-9, M2M24-17\nOn November 13, 2023, the City Council approved the distribution of a Request for\nProposals RFP2M23-29 for professional engineering design services for the Sewer Main\nReplacement Project on Almansor Street. Staff reviewed a total of four proposals. APPROVAL OF RESOLUTION AUTHORIZING AN APPLICATION FOR THE\nWATERSMART WATER AND ENERGY EFFICIENCY GRANT PROGRAM – F2M24-18,\nR2M24-2\nThe WaterSMART Water and Energy Efficiency Grants for fiscal year 2024-2025 is\naccepting application for projects that will result in quantifiable water savings, implement\nrenewable energy components, and support broader sustainability benefits. Staff plans to\napply for a grant of up to $500,000 to replace water meters at various locations in the City\nto AMI meters. As required by the grant guidelines, the City will contribute an additional\nmatch of at least $500,000. The match will be covered by the Water Fund (Fund 401), if\nawarded. The grant guidelines require an official resolution by the City Council which\nprovides authority to proceed with the application of projects and receipt of grant funds\npursuant to the Bureau of Reclamation’s policies and procedures. If the project is selected\nfor funding, staff will return to the City Council for approval to solicit bids or proposals,\nappropriate grant funds for the proposed projects, and issue notices of completion.\nRecommended Action: City Council adopt Resolution R2M24-2 entitled: A\nResolution of the City Council of the City of Alhambra, California approving the authority\nto file an application with the United States Bureau of Reclamation for the WaterSMART\nWater and Energy Efficiency Grant Program; and, direct staff to undertake the steps\nnecessary to finalize the Council’s action.

ACCEPTANCE OF ADDITIONAL GRANT FUNDS FROM THE LOS ANGELES\nCOUNTY REGIONAL PARK AND OPEN SPACE DISTRICT (RPOSD) UNDER\nMEASURE A ANNUAL ALLOCATION GRANT PROGRAM FOR PLAYGROUND\nREPLACEMENT PROJECTS AT GRANADA PARK AND ALHAMBRA PARK – F2M21-\n18, M2M24-18\nOn November 8, 2021, the City Council adopted Resolution No. R2M21-46 that enabled\nstaff to apply for annual allocation grant funding under Measure A. On March 1, 2022, staff\nsubmitted an application for $687,000 to replace aging play equipment and surfacing at\nAlhambra Park and Granada Park. The application was approved for funding. Since then,\nthe project costs have greatly increased, due to nationwide inflation and a shortage of\nconstruction materials caused by the COVID-19 pandemic. Updated project costs, based\non quotes received from a qualified vendor, nearly double the original budget. Staff\nrequested, and was later approved for, additional funds in the amount of $513,000 under\nRPOSD’s Measure A Annual Allocation in order to cover the increased project costs. ACCEPTANCE OF A GRANT AND AUTHORIZATION TO CIRCULATE A NOTICE\nINVITING BIDS FOR THE ALHAMBRA PARK BANDSHELL IMPROVEMENT\nPROJECT – F2M24-18, F2M24-22, N2M24-18, M2M24-19\nOn November 8, 2021, the City Council adopted Resolution No. R2M21-46 which enabled\nstaff to apply for grants funded under Measure A annual allocation. Subsequently, on\nDecember 11, 2023, staff submitted an application for $110,200 in grant funding for the\nAlhambra Park Bandshell Improvement Project. On January 16, 2024, the application was\napproved, and the fully executed grant agreement was issued on January 22, 2024.\nSpecifications and bid documentation have been prepared for the Alhambra Park\nBandshell Improvement Project. The project includes the repainting of the bandshell and\nstage areas and installation of new fencing around the stage. Staff is seeking to solicit\nbids from prospective contractors for the project.\nRecommended Action: City Council accept a grant in the amount of $110,200 from\nthe Los Angeles County Regional Park and Open Space District (RPOSD) under the\nMeasure A Annual Allocation Grant Program; appropriate revenue and expenditure funds;\nauthorize the City Manager, or designee, to execute all documents related to grant\nimplementation; authorize staff to circulate a Notice Inviting Bids to prospective\ncontractors for the Alhambra Park Bandshell Improvement Project; and direct staff to\nundertake the steps necessary to finalize the Council’s action. NOTICE OF COMPLETION: ALMANSOR COURT EXTERIOR IMPROVEMENT\nPROJECT – F2M23-41, C2M23-46, M2M24-20\nOn June 26, 2023, the City Council awarded a contract to Tom’s Construction in the\namount $299,215 for the Almansor Court Exterior Improvement Project. There was one\nchange order to the project. The change order included: painting of the banquet hall's\nmetal/plastic rear glass section, repairing rusted metal gates, replacing broken roof tile,\npainting metal bollards; and, removing and repouring concrete in the path of travel areas.\nThe change order totaled $47,500, which brings the contract to $346,715. Staff has\ninspected this project, and all work has been completed in accordance with the City’s\nrequirements and specifications. As such, it would be appropriate for the City Council to\naccept this project as complete.\nRecommended Action: City Council accept the work of Tom’s Construction for the\nAlmansor Court Exterior Improvements Project as complete in the amount of $346,715;\ndirect the City Clerk to file a Notice of Completion with the County of Los Angeles for\nrecordation; instruct the Finance Director to release the 5 percent retention 35 days from\nthe date of recordation if no liens are filed; and, direct staff to undertake the steps\nnecessary to finalize Council’s action.
