CONSIDERATION OF RESOLUTION NO. 24-128, RESCINDING\nRESOLUTION NO. 23-67, AND AUTHORIZING THE CITY MANAGER\nTO NEGOTIATE AND EXECUTE A NEW PARKING LICENSE\nAGREEMENT WITH COUNTY OF LOS ANGELES AT 1415 AND 1441\nSANTA ANITA AVENUE\nConsideration of resolution authorizing the City Manager to negotiate and\nexecute a license agreement for the use of parking spaces by the County\nof Los Angeles (County).\nRECOMMENDED ACTION: Staff recommends the City Council:\n1. Rescind Resolution No. 23-67; and\n2. Adopt Resolution No. 24-128, authorizing the City Manager to negotiate\nand execute a license agreement for the use of City parking spaces by the\nCounty.\nENVIRONMENTAL ANALYSIS: This action proposed herein is not a\nproject subject to the California Environmental Quality Act (CEQA) in\naccordance with Section 21065 of CEQA and State CEQA Guidelines\nSections 15060(c)(2), 15060(c)(3), and 15378. Entering into a license\nagreement for parking spaces is an administrative action that would not\ncause either a direct physical change in the environment or a reasonably\nforeseeable indirect physical change in the environment. Therefore, the\nproposed action is not a “project” subject to CEQA, as defined in Section\n21065 of CEQA and Section 15378 of the State CEQA Guidelines. Since\nthe action is not a project subject to CEQA, no environmental document is\nrequired.
