COUNCIL TO RECEIVE AND FILE SUCCESSOR AGENCY TO THE\nSOUTH EL MONTE IMPROVEMENT DISTRICT'S APPROVED\nRECOGNIZED OBLIGATION PAYMENT SCHEDULES FOR THE\nANNUAL PERIODS JULY 1, 2024 THROUGH JUNE 30, 2025 (“ROPS\n24-25”)\nOn January 22, 2024, the County Oversight Board approved the\nSuccessor Agency's ROPS 24-25 by adopting Resolution No. OB 24-1.\nStaff requests City Council receive and file ROPS 24-25.\nRECOMMENDED ACTION: Staff recommends City Council receive and\nfile ROPS 24-25.

CONSIDERATION AND APPROVAL TO REJECT ALL BIDS AND READVERTISE REQUEST FOR PROPOSALS (RFP) FOR JANITORIAL\nMAINTENANCE SERVICES\nThe City received six (6) proposals for Janitorial Maintenance Services.\nOut of the six (6), only one (1) proposal met the criteria set by the City\nduring the evaluation process. Staff recommends for the City to readvertise the Request for Proposals (RFP) to ensure a minimum of two (2)\nqualifying proposals are received.\nRECOMMENDED ACTION: Staff recommends City Council reject the six\n(6) proposals received and authorize the re-advertisement of the Request\nfor Proposals (RFP) for Janitorial Maintenance Service and authorize staff\nto solicit new proposals to ensure the City receives the best pricing\navailable.\n7.4. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 24-122,\nAPPROVING PROJECT ACCEPTANCE AND - NOTICE ' OF\nCOMPLETION OF FISCAL YEAR (FY) 2022-23 RESIDENTIAL STREET\nREHABILITATION PROJECT\nOn June 1, 2023, the Engineering Department solicited bids for the FY\n2022-23 Residential Street Rehabilitation Project. The work asphalt\nroadway resurfacing (asphalt cold mill and overlay), asphalt pothole\nrepairs, reconstruction of concrete curb ramps, sidewalks, curb and gutter\nat various locations and restoration of pavement markings and striping.\nThe final cost for the construction work completed by All American Asphalt\nis $934,248.18.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 24-122, accepting the completion of FY 2022-23\nResidential Street Rehabilitation Project;\n2. Authorize City Clerk to send the Notice of Completion for recordation\nto the Los Angeles County Recorder's Office; and\n3. Release retention accordingly.

CONSIDERATION AND APPROVAL OF RESOLUTION 24-123,\nREPEALING RESOLUTION NO. 22-83 AND AMENDING THE CITY OF\nSOUTH EL MONTE'S CONFLICT OF INTEREST CODE\nThis agenda item intends to complete the Code Review of the City of\nSouth El Monte Conflict of Interest (COI) code. The last time the City of\nSouth El Monte (“City”) revised its COl Code was on October 11, 2022.\nSince that time, there have been several new designated positions added.\nThis change required the amendment of the City’s COI Code. The City\nClerk and Interim Director of HR/Risk Management worked with the City\nAttorney, Agency Directors, and officers to determine those positions\nrequiring disclosure of financial interests.\nRECOMMENDED ACTION: Staff recommends City Council proceed with\nthe completion of the Code Review for the City and consider adopting\nResolution No. 24-123, repealing Resolution No. 22-83 and amending the\nCity's Conflict of Interest Code which formally codifies the revisions to the\nCode for the City.

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 24-126,\nAUTHORIZING THE REPROGRAMMING AND PROGRAMMING OF\nCOMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS FOR\nFISCAL YEARS (FY) 2023-24 AND 2024-25\nProvide the City Council with recommendations for programming the fiscal\nyear 2024-2025 (July 1, 2024 — June 30, 2025) and revising the\nConsolidated Action Plan for fiscal year 2023-2024 for the allocation of\nCommunity Development Block Grant CDBG funds.\nRECOMMENDED ACTION: Staff Recommends City Council:\n1. Conduct a public hearing;\n2. Take public testimony;\n3. Adopt Resolution No. 24-126, allowing the City to revise its CDBG\nConsolidated Action Plan, and reprogram the use of CDBG funds for\nFY2023-24 and program the use of CDBG funds for FY2024-25; and\n4. Allow the City Manager to adjust the CDBG Program budgets as\nnecessary throughout FY2023-24 and FY2024-25, for the timely\nexpenditure of CDBG funds according to the CDBG drawdown\nguidelines.

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 24-127,\nAPPROVING A LICENSE AGREEMENT WITH VACCO INDUSTRIES\nFOR PARKING SPACES AT 1530 CENTRAL AVENUE, SOUTH EL\nMONTE, CALIFORNIA\nConsideration and approval of a license agreement for leasing parking\nspaces to Vacco Industries.\nRECOMMENDED ACTION: Staff Recommends City Council:\n1. Adopt Resolution No. 24-127, approving a license agreement for\nleasing parking spaces to Vacco Industries; and\n2. Authorize the City Manager to execute agreement.\nENVIRONMENTAL ANALYSIS: This action proposed herein is not a\nproject subject to the California Environmental Quality Act (CEQA) in\naccordance with Section 21065 of CEQA and State CEQA Guidelines\nSections 15060(c)(2), 15060(c)(3), and 15378. Entering into a lease\nagreement for parking spaces is an administrative action that would not\ncause either a direct physical change in the environment or a reasonably\nforeseeable indirect physical change in the environment. Therefore, the\nproposed action is not a “project” subject to CEQA, as defined in Section\n21065 of CEQA and Section 15378 of the State CEQA Guidelines. Rescind Resolution No. 23-67; and\n2. Adopt Resolution No. 24-128, authorizing the City Manager to negotiate\nand execute a license agreement for the use of City parking spaces by the\nCounty.\nENVIRONMENTAL ANALYSIS: This action proposed herein is not a\nproject subject to the California Environmental Quality Act (CEQA) in\naccordance with Section 21065 of CEQA and State CEQA Guidelines\nSections 15060(c)(2), 15060(c)(3), and 15378.
