5. AUTHORIZE RFP: POLICE TOWING AND SECURE STORAGE SERVICES – F2M23-\n24, RFP2M23-3\nOn July 1, 2016, the City entered into an exclusive agreement with Pavon Enterprises Inc.\ndba Al’s Towing for four years with automatic renewals for three additional one-year\nperiods. On March 9, 2020, staff sought direction on whether to extend the existing tow\ncontract, release a Request for Proposals (RFP), or establish a city towing franchise. City\nCouncil directed staff to release an RFP for an exclusive towing services contract at the\nconclusion of the current contract. The current contract with Al’s Towing will expire on\nJune 30, 2023. The tow service operator shall render 24-hour, 7-days-per-week towing\nand secure storage service of motor vehicles at the request of the Police Department. The\nservice area and secure storage shall be within the city limits of Alhambra. In addition, the\nCity may request roadside service of City-owned vehicles.\nRecommended Action: City Council authorize the distribution of a Request for\nProposals (RFP) for police towing and secure storage services within the City of Alhambra;\nand, direct staff to undertake the steps necessary to finalize Council’s action.
