SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT (AQMD) UPDATE –\nF2M23-16\nMr. Michael Cacciotti, AQMD Governing Board Vice Chair, representing the cities of Los\nAngeles County, Eastern Region, will give a brief informational presentation regarding an\nair quality update for the City of Alhambra and incentive programs for the City and the\nregion.\nRecommended Action: City Council receive and file the informational report.

RESOLUTION APPROVING A THIRD SIDE LETTER AMENDING THE MEMORANDUM\nOF UNDERSTANDING BETWEEN THE CITY OF ALHAMBRA AND THE ALHAMBRA\nPOLICE MANAGEMENT ASSOCIATION AND FIRST READING OF AN ORDINANCE\nESTABLISHING AND AMENDING SALARY AND BENEFITS FOR CERTAIN\nEXECUTIVE TEAM MEMBERS AND CONFIDENTIAL EMPLOYEES – F2M23-2,\nC2M11-32, R2M23-8, O2M23-4809\nOn January 23, 2023, Council approved a Side Letter amending the existing MOU\nbetween the City and Alhambra Police Officers’ Association (APOA) in order to provide\nfor increased compensation and benefits to attract, recruit and retain sworn Police\npersonnel. City staff meets with Alhambra Police Management Association (APMA)\nmembers on a regular basis to discuss recruitment, retention and other department\nmatters as they arise. Most recently both parties met and conferred regarding the impacts\nof the increased compensation and benefits to APOA members and reached agreement\non a side letter memorializing compensation and benefits that would extend the existing\nMOU from the last pay period of Fiscal Year 2022-23 through the last pay period of Fiscal\nYear 2025-26, aligning the term dates of the APMA MOU with the APOA MOU. The\ncompensation and benefits provided to APMA by this third side letter is necessary in order\nto prevent compaction in the salary and benefits amongst the ranks and positions of sworn\nPolice personnel. Additionally, an amendment to the existing ordinance that establishes\nthe salary and benefits for Executive Team and Confidential employees is necessary.\nSection 3(V)(2) states “The Chief of Police and Fire Chief may receive additional salary\nand/or medical benefits that are granted to the Alhambra Police Officers’ Association or\nAlhambra Firefighters’ Association, respectively, to maintain parity with lower-level safety\nclassifications. In addition, the Chief of Police and Fire Chief may receive additional salary\nand/or medical benefits to maintain parity between the two positions.” Furthermore,\nalthough the ordinance does not require the same parity be provided at the level of the\nChief of Police and Fire Chief and the City Manager, it is recommended that the same\ncompensation increase, increase to medical/health benefits and option to cash out forty\n(40) hours of vacation leave on an annual basis be provided to the City Manager also in\norder to avoid salary and benefits compaction amongst the three positions.\nRecommended Action: City Council, by one motion, take the following actions:\n1. Adopt Resolution No. R2M23-8 entitled: A Resolution of the Alhambra City\nCouncil approving a Third Side Letter amending the Memorandum of\nUnderstanding between the City of Alhambra and the Alhambra Police\n6\n2-13-23\nManagement Association and amending the City of Alhambra Compensation Plan,\nand direct staff to undertake the steps necessary to finalize Council’s action; and,\n2. Declare introduced for its first reading the following ordinance entitled:\nOrdinance No. O2M23-4809: An Ordinance of the Alhambra City Council\nestablishing and amending salary and benefits for certain Executive Team\nMembers and Confidential Employees superseding Ordinance No. O2M21-4795\nand Ordinance No. O2M22-4804\nwhich ordinance will return for a second reading and adoption at the next Council\nmeeting.

12. PERSONNEL ACTIONS – F2M23-1\nRecommended Action: City Council ratify the actions of the City Manager set forth\nin that certain Personnel Actions document dated February 13, 2023 showing the various\nappointments, classifications, salary changes, etc., since the last City Council meeting.

2. RESULTS OF COMMUNITY SATISFACTION SURVEY – F2M18-35\nOn December 14, 2020, based on Goal 14 of the Alhambra 2020-21 Strategic Plan, the\nCity Council directed staff move forward with engaging a professional consultant to\nconduct a Community Satisfaction Survey. The purpose of the Community Satisfaction\n2\n2-13-23\nSurvey is to obtain statistically reliable data to improve the City’s understanding of the\nresidents’ satisfaction, priorities, and concerns as they relate to services, facilities, and\npolicies provided by the City. The data provides important support to the City as new\nstrategic or budget decisions are considered. The City engaged True North Research to\ndesign the research plan and conduct the survey. This will be the second satisfaction\nsurvey pursued by the City since introducing the item to the 2020-21 Strategic Plan. As a\nresult, this survey provides opportunity for year-to-year comparisons and statistical\nsignificance to identify changes in public opinion. True North is a full-service survey\nresearch firm dedicated to providing agencies with understanding of community\nperceptions, concerns, and priorities. The firm has conducted over 1,200 survey research\nstudies for more than 400 cities and school districts. Alhambra’s Community Satisfaction\nSurvey was broadly defined and designed to help identify: key resident issues; satisfaction\nwith City services; opinions on strategic topics; satisfaction with communications and\nengagement; and other background and demographic data to understand needs,\nperceptions, and interests. Representatives from True North Research will present to the\nCity Council details regarding the results of the Community Satisfaction Survey. The fully\ndetailed results of the survey are featured in the final report prepared by True North and it\nis available on the City’s website at:\nhttps://www.cityofalhambra.org/DocumentCenter/View/4051/Alhambra-Community-\nOpinion-Survey-Report-2022\nRecommended Action: City Council receive and file the 2022 Community\nSatisfaction Survey.

3. MID-YEAR BUDGET REVIEW FOR FISCAL YEAR 2022-2023 AND RESOLUTION\nADOPTING FY 2022-23 BUDGET ADJUSTMENTS – F2M22-17, R2M23-10\nOn May 23, 2022, the City Council adopted the FY 2022-23 Budget, which appropriated\nfunds and approved revenue projections for the fiscal year. During the fiscal year,\nunforeseen financial needs and opportunities typically arise, which require City Council\napproval of recommended adjustments to projected revenues and expenditures. Staff is\npresenting a mid-year Budget review to provide a Budget update for FY 2022-23. The\nDirector of Finance will provide the City Council will a high-level overview of the FY 2021-\n22 actual performance and updated budget projections for FY 2022-23. Staff is also\nrequesting that the City Council approve a resolution adopting the FY 2022-23 Budget\nadjustments.\nRecommended Action: City Council receive and file the Mid-Year Budget Review\nand related reports; and, adopt Resolution No. R2M23-10 entitled: A Resolution of the\nAlhambra City Council adopting Fiscal Year 2022-23 Budget adjustments of the City of\nAlhambra, Golf Course Clubhouse Corporation, Alhambra Capital Improvements\nCorporation, Alhambra Parking Authority, Alhambra Facilities Financing Authority and the\nAlhambra Public Financing Authority\nCONSENT AGENDA (Item Nos. 4 – 12)\nAll items listed under the Consent Agenda are considered by the City Council to be routine and\nwill be enacted by one motion unless a citizen or Council member requests otherwise; in which\ncase, the item will be removed for separate consideration.\n3\n2-13-23

4. NIB: FIRE DEPARTMENT STATION 71 WOMEN’S LOCKER/BATHROOM REMODEL\nPROJECT – F2M23-23, N2M23-15\nThe women’s locker and bathroom area at Fire Station 71 is old and deteriorated. It is in\nneed of a complete rehabilitation. Plans and specifications have been prepared to\nrehabilitate the locker/bathroom area with new fixtures, flooring, lighting, showers,\nplumbing fixtures, paint, wall and expanded locker area. Bids are due no later than 10:30\na.m. on March 16, 2023 in the City Clerk’s Office and will be opened at 11:00 a.m. that\nsame day.\nRecommended Action: City Council authorize staff to circulate a Notice Inviting Bids\nto prospective contractors for the Alhambra Fire Department Station 71 Women’s\nLocker/Bathroom Remodel Project; and, direct staff to undertake the steps necessary to\nfinalize Council’s action.

5. AUTHORIZE RFP: POLICE TOWING AND SECURE STORAGE SERVICES – F2M23-\n24, RFP2M23-3\nOn July 1, 2016, the City entered into an exclusive agreement with Pavon Enterprises Inc.\ndba Al’s Towing for four years with automatic renewals for three additional one-year\nperiods. On March 9, 2020, staff sought direction on whether to extend the existing tow\ncontract, release a Request for Proposals (RFP), or establish a city towing franchise. City\nCouncil directed staff to release an RFP for an exclusive towing services contract at the\nconclusion of the current contract. The current contract with Al’s Towing will expire on\nJune 30, 2023. The tow service operator shall render 24-hour, 7-days-per-week towing\nand secure storage service of motor vehicles at the request of the Police Department. The\nservice area and secure storage shall be within the city limits of Alhambra. In addition, the\nCity may request roadside service of City-owned vehicles.\nRecommended Action: City Council authorize the distribution of a Request for\nProposals (RFP) for police towing and secure storage services within the City of Alhambra;\nand, direct staff to undertake the steps necessary to finalize Council’s action.

6. AWARD CONTRACT: PURCHASE OF EMERGENCY MEDICAL EQUIPMENT FOR\nEMERGENCY RESPONSE – F2M23-6B, C2M23-8, M2M23-15\nFire Department staff use emergency medical equipment daily to provide services to the\nresidents of Alhambra. The current gurneys are 11 years old with a 7-year recommended\nuseful life and the stair-pro chairs are 16 years old with a 10-year recommended use. The\nFire Department has the opportunity to piggyback on a Public Safety Association Inc.\n(team up with Savvik) contract RFB#2019-05 for the purchase of emergency medical\nequipment. Public Safety Association Inc. bid specifications included an option for\npurchasing gurneys and stair-pro chairs, and related accessories. The contract expires\nJune 30, 2024. Per the Alhambra Municipal Code 3.36.080(B), bidding exemption is\nauthorized and the City may “piggy back” onto an existing contract of a government entity.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Stryker Sales, LLC for the replacement\nof two gurneys and three stair-pro chairs with accessories for emergency response, in an\n4\n2-13-23\namount not to exceed $91,502.00; and, direct staff to undertake the steps necessary to\nfinalize Council’s action. 7. AWARD CONTRACT: ALHAMBRA PARK RESTROOM PROJECT – F2M22-66,\nN2M22-142, C2M23-9, M2M23-16\nOn December 12, 2022, the City Council authorized the circulation of a Notice Inviting\nBids for the Alhambra Park Restroom Project. On January 26, 2023, the City Clerk\nreceived eight bids for the Project ranging from $342,930.00 (Sanz Construction Inc.) to\n$500,000.00 (At Your Service Construction & Energy Inc.). Staff reviewed all the bids and\nfound the bid from Sanz Construction, Inc. is the lowest responsible bid. Sanz\nConstruction, Inc. has the necessary licenses to complete the project, has worked on\nprevious projects in Alhambra and had favorable reference checks.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Sanz Construction, Inc. for the\nAlhambra Park Restroom Project in the amount of $342,930.00; determine the project is\nexempt from CEQA pursuant to CEQA guidelines Section 15301; and, direct staff to\nundertake the steps necessary to finalize Council’s action. 8. APPROVAL OF A LICENSE AGREEMENT WITH SOUTHERN CALIFORNIA EDISON\n(SCE) FOR A STREETLIGHT EASEMENT ALONG RAYMOND AVENUE, VINE\nSTREET TO ALHAMBRA ROAD – F2M13-29(B), C2M23-10, M2M23-17\nThe City installed streetlights on Raymond Avenue in the area of Alhambra Park in the\nmid 1990’s. In order to do this, the City entered into a License Agreement with SCE to\nencroach 3 feet upon their property to install the streetlights and related infrastructure. The\ncurrent License Agreement expires March 31, 2023. The new agreement is for a five-year\nterm beginning April 1, 2023 through and including March 31, 2028. There are no fees\nassociated with the execution of the agreement as the use of the easement is for public\nbenefit.\nRecommended Action: City Council take the following actions: (1) approve the\nexecution of a Streetlight License Agreement with Southern California Edison for the use\nof their easement on the east side of Raymond Avenue from Vine Street to Alhambra\nRoad; (2) authorize the City Manager to execute said Agreement between Southern\nCalifornia Edison and the City of Alhambra; and, (3) direct staff to undertake the steps\nnecessary to finalize Council’s action. 9. RESOLUTION TERMINATING THE EXISTENCE OF A LOCAL EMERGENCY – F2M20-\n33, R2M23-9\nPursuant to Government Code Section 8630, the City Council can proclaim the existence,\nor threatened existence, of a local emergency when said City is affected or likely to be\naffected by a public calamity. Due to the unfolding COVID-19 pandemic, the Governor of\nCalifornia declared a state of emergency on March 4, 2020 and Los Angeles County\nproclaimed the existence of a local emergency that same day due to conditions of disaster\nor of extreme peril to the safety of persons and property as a result of the introduction of\n5\n2-13-23\nCOVID-19. President Trump declared a National State of Emergency on March 13, 2020.\nThe Alhambra City Council proclaimed the existence of a local emergency within the City\non March 16, 2020. The Governor has indicated he will be terminating the State\ndeclaration of emergency at the end of this month. The President has also indicated he\nwill be terminating the National declaration in the next few months. The declaration of local\nemergency is no longer necessary, and its termination can be proclaimed by the City\nCouncil.\nRecommended Action: City Council adopt Resolution No. R2M23-9 entitled:\nResolution of the City Council of the City of Alhambra, California, terminating the existence\nof a Local Emergency
