Tentative Parcel Map (TTM) 83611: A subdivision of approximately\n83,984 square-feet (1.92-acres) of land into five (5), single-family residential\nlots located along Camino De Teodoro (APNs: 8722-019-025, -028, -029, -\n033).\n2. Site Plan Case/Architectural Review (SPC/AR) 2022-043: A proposal to\nconstruct five (5) new, single-family residential units ranging in size from\n4,449 square-feet to 4,490 square-feet, respectively.\n3. Development Agreement (DA): A request for approval of a DA pursuant to\nWalnut Municipal Code (WMC) Chapter 6.112 (Development Agreement)\nand California Government Code Sections 65864 et. seq. in connection with\nthe development of a five (5) lot subdivision on Camino De Teodoro (APNs:\n8722-019-025, -028, -029, -033).\nRecommendation: That the City Council:\n1. Open the Public Hearing;\n2. Hear the Staff Report;\n3. Receive testimony from the Applicant and any other members of the Public\nregarding the Project;\n4. Discuss amongst the City Council Members;\n5. Close the Public Hearing; and\n6. Approve the following:\na) Finding that TTM 83611 and SPC/AR 2022-043 are exempt as Class 32\n(“In-Fill Development Projects”) pursuant to Section 15332 of CEQA.\nb) Resolution No. 24-10: Approving TTM 83611 and SPC/AR 2022-043,\nsubject to the attached Conditions of Approval (COA) in Exhibit A.\nc) Introduce by title only and waive further reading Ordinance No. 24-01\n“An Ordinance of the City Council of the City of Walnut, California,\napproving a Development Agreement (DA) for a Residential Project\nLocated on Camino De Teodoro (APNs: 8722-019-025, -028, -029, -\n033).\nCOUNCIL CONSENT CALENDAR: The Consent Calendar items listed below are\nconsidered and acted upon under one motion unless an individual item or items are removed by a\nCouncilmember for further consideration or explanation.\nThere will be no dialogue/debate unless a Council Member requests otherwise on the following\nmatters:\n3. Resolution No. 24-08 - A Resolution of the City of Walnut Allowing Certain\nClaims and Demands in the Amount of $1,728,052.05 Demand No. 167764\nthrough No. 167872, Both Inclusive\nRecommendation: That the City Council adopt Resolution No. 24-08.\n4. Fiscal Year 2023-24 Mid-Year Budget Update\nRecommendation: That the City Council:\n1. Appropriate a total of $290,000 from General Fund (01) Reserves to Sport\nLeague Fees (revenue account 01-3693) $25,000, Referee Fees (revenue\naccount 01-3696) $35,000, Health and Life Insurance (account 01-4200-5105)\n$108,000, Recreation Classes (account 01-9693-6227) $15,000, and Referee\nServices (account 01-9693-6235) $45,000; and\n2. Appropriate $62,000 from General Fund (01) Reserves to Electricity\n(accounts 01-4700-6251 $9,000, 01-9693-6251 $20,000, 01-9696-6251\n$22,000, and 01-9697-6251 $11,000); and\n3. Appropriate $50,000 from Gas Tax (02) Reserves to Tree Maintenance\n(account 02-6206-6243) and $20,000 from LOSMD (19) Reserves to Tree\nMaintenance (account 19-7200-6243); and\n4. Adopt Resolution No. 24-09, City of Walnut amending and restating the\nFiscal Year 2023-24 Execute, Management, Classified and Part-Time\nSchedule of Authorized Positions and Salary Schedules.\n5. Resolution No. 24-11 – Vacating a Portion of a Lighting and Open Space\nMaintenance District (LOSMD) Easement located in Tract No. 32840\nRecommendation: That the City Council adopt Resolution No. 24-11 – A\nResolution of the City Council of the City of Walnut vacating a portion of a\nLighting and Open Space Maintenance District (LOSMD) Easement within Lots\n17 through 22 and Lots 36 through 41 of Tract No. 32840 within the City of\nWalnut and as more particularly described in said Resolution.
