Request for Appropriation of $40,000 from the General Fund to Account 01-\n5314-6227 to be Reimbursed by Foothill Transit for Bus Stop Enhancement\nGrant\nRecommendation: That the City Council:\n1. Approve the Bus Stop Enhancement Program (BSEP) Agreement with\nFoothill Transit in substantially the form attached and authorize the City\nManager to execute the Agreement in such final form approved by the City\nAttorney; and\n2. Authorize the City Manager to execute all necessary payment requests and\namendments for the purpose of securing BSEP grant funding; and\n3. Appropriate $40,000 from the General Fund to Account 01-5314-6227 to be\nreimbursed by Foothill Transit for Bus Stop Enhancements; and\n4. Appropriate $40,000 to Revenue Account (01-3614) BSEP Grant to receive\nreimbursement from Foothill Transit.

12. Economic Development (Special Event): Taste of Walnut\nRecommendation: That the City Council:\n1. Approve Walnut Valley Educational Foundation (WVEF) as being the event\nlocal non-profit for the Taste of Walnut (TOW) event;\n2. Approve the beer and wine garden at and during the TOW as outlined in\nOrdinance No. 22-05;\n3. Authorize the appropriation of $60,000 (not to exceed) from the collected\nDevelopment Agreement Fund(s) (24-2200).

Update on the Establishment of a Sewer Reimbursement District for the\nCastlehill Drive and Slope Drive Neighborhood\nRecommendation: That the City Council abandon the establishment of a\nSewer Reimbursement District for the Castlehill Drive and Slope Drive\nneighborhood because only 35% of the impacted property owners responded in\nfavor of the project.\nAlternative:\nAuthorize City staff to proceed with the reduced scope project that incudes the\nproperties on Slope Drive and the southerly portion of Castlehill Drive (21\nproperties) at a reduced total construction cost of $1,150,000 and an increased\nreimbursement cost per parcel of $55,000.

6. Renewal of General Services Agreement with County of Los Angeles\nRecommendation: That the City Council:\n1. Approve the five-year General Services Agreement with the County of Los\nAngeles for the period of July 1, 2024 through June 30, 2029; and\n2. Authorize the Mayor to sign the contract on behalf of the City in substantially\nthe form attached and in such final form as approved by the City Attorney.

7. Award of Contract to Eide Bailly LLP for Measure W Auditing Services\nRecommendation: That the City Council:\n1. Award contract to Eide Bailly LLP for Measure W auditing services; and\n2. Authorize the City Manager to execute the agreement for a not-to-exceed\namount of $29,900 with Eide Bailly LLP in the form attached, and in such\nfinal form as approved by the City Attorney; and\n3. Appropriate $29,900 from Measure W Reserves to Professional Services\naccount 29-5600-6216.

8. Agreement for Vendor Services with Pyro Spectaculars, Inc for $40,500 for\nthe 2024 Walnut Fourth of July Fireworks Show\nRecommendation: That the City Council:\n1. Approve the Agreement for Vendor Services with Pyro Spectaculars, Inc. in\nthe amount of $40,500 for the 2024 City Fireworks Show; and\n2. Authorize the City Manager to sign the contract on behalf of the City in\nsubstantially the form attached and in such final form as approved by the City\nAttorney; and\n3. Authorize staff to issue a Purchase Order to Pyro Spectaculars, Inc. in the\namount of $40,500.

Award contract to Hinderliter de Llamas and Associates (HdL) for business\nlicense processes; and\n2. Authorize the City Manager to execute the agreement for a not-to-exceed\namount of $45,000 with HdL in the form attached, and in such final form as\napproved by the City Attorney; and\n3. Authorize Staff to issue a purchase order to Hinderliter de Llamas Software\nin the amount of $45,000 for business license services.
