ORAL COMMUNICATIONS FOR THE CITY COUNCIL:
Under Government Code Section 54954.3, any person wishing to address any item or issue not
on the agenda or any item on the Consent Calendar may do so under Oral Communications.
There will also be an opportunity to speak on Discussion or Public Hearing items when the items
are scheduled for consideration.
The Council may listen but may not act on items that are not already on the agenda.
Speakers are asked to limit their comments to three minutes and to present them in a constructive
manner. The Council, City staff, and other citizens present have the right to be treated with
respect, courtesy and openness. In return, the members of the Council and Staff commit to

MINUTES
1. Approval of the January 24, 2024 Council Meeting
PUBLIC HEARINGS/ORDINANCES:
2. Five (5) Lot Residential Subdivision on Camino De Teodoro
1. Tentative Parcel Map (TTM) 83611: A subdivision of approximately
83,984 square-feet (1.92-acres) of land into five (5), single-family residential
lots located along Camino De Teodoro (APNs: 8722-019-025, -028, -029, -
033).
2. Site Plan Case/Architectural Review (SPC/AR) 2022-043: A proposal to
construct five (5) new, single-family residential units ranging in size from
4,449 square-feet to 4,490 square-feet, respectively.
3. Development Agreement (DA): A request for approval of a DA pursuant to
Walnut Municipal Code (WMC) Chapter 6.112 (Development Agreement)
and California Government Code Sections 65864 et. seq. in connection with
the development of a five (5) lot subdivision on Camino De Teodoro (APNs:
8722-019-025, -028, -029, -033).
Recommendation: That the City Council:
1. Open the Public Hearing;
2. Hear the Staff Report;
3. Receive testimony from the Applicant and any other members of the Public
regarding the Project;
4. Discuss amongst the City Council Members;
5. Close the Public Hearing; and
6. Approve the following:
a) Finding that TTM 83611 and SPC/AR 2022-043 are exempt as Class 32
(“In-Fill Development Projects”) pursuant to Section 15332 of CEQA.
b) Resolution No. 24-10: Approving TTM 83611 and SPC/AR 2022-043,
subject to the attached Conditions of Approval (COA) in Exhibit A.
c) Introduce by title only and waive further reading Ordinance No. 24-01
“An Ordinance of the City Council of the City of Walnut, California,
approving a Development Agreement (DA) for a Residential Project
Located on Camino De Teodoro (APNs: 8722-019-025, -028, -029, -
033).
COUNCIL CONSENT CALENDAR: The Consent Calendar items listed below are
considered and acted upon under one motion unless an individual item or items are removed by a
Councilmember for further consideration or explanation.
There will be no dialogue/debate unless a Council Member requests otherwise on the following
matters:
3. Resolution No. 24-08 - A Resolution of the City of Walnut Allowing Certain
Claims and Demands in the Amount of $1,728,052.05 Demand No. 167764
through No. 167872, Both Inclusive
Recommendation: That the City Council adopt Resolution No. 24-08.
4. Fiscal Year 2023-24 Mid-Year Budget Update
Recommendation: That the City Council:
1. Appropriate a total of $290,000 from General Fund (01) Reserves to Sport
League Fees (revenue account 01-3693) $25,000, Referee Fees (revenue
account 01-3696) $35,000, Health and Life Insurance (account 01-4200-5105)
$108,000, Recreation Classes (account 01-9693-6227) $15,000, and Referee
Services (account 01-9693-6235) $45,000; and
2. Appropriate $62,000 from General Fund (01) Reserves to Electricity
(accounts 01-4700-6251 $9,000, 01-9693-6251 $20,000, 01-9696-6251
$22,000, and 01-9697-6251 $11,000); and
3. Appropriate $50,000 from Gas Tax (02) Reserves to Tree Maintenance
(account 02-6206-6243) and $20,000 from LOSMD (19) Reserves to Tree
Maintenance (account 19-7200-6243); and
4. Adopt Resolution No. 24-09, City of Walnut amending and restating the
Fiscal Year 2023-24 Execute, Management, Classified and Part-Time
Schedule of Authorized Positions and Salary Schedules.
5. Resolution No. 24-11 – Vacating a Portion of a Lighting and Open Space
Maintenance District (LOSMD) Easement located in Tract No. 32840
Recommendation: That the City Council adopt Resolution No. 24-11 – A
Resolution of the City Council of the City of Walnut vacating a portion of a
Lighting and Open Space Maintenance District (LOSMD) Easement within Lots
17 through 22 and Lots 36 through 41 of Tract No. 32840 within the City of
Walnut and as more particularly described in said Resolution.
