5.7 AWARD OF A PUBLIC WORKS CONSTRUCTION CONTRACT FOR THE\nFISCAL YEAR 2023-24 ANNUAL RESIDENTIAL OVERLAY PROJECT TO\nHARDY & HARPER, INC. IN THE AMOUNT OF $829,425 (Nguyen)\nRECOMMENDATION:\n1) Approve the plans and specifications for the Fiscal Year 2023-24\nAnnual Residential Overlay Project; and\n2) Find that the Project is categorically exempt from the California\nEnvironmental Quality Act (CEQA), as a Class 1 Existing Facilities,\npursuant to CEQA Guidelines, Section 15301; and\n3) Award a Public Works Construction Contract to the lowest responsive,\nresponsible bidder Hardy & Harper, Inc. of Lake Forest, California, in\nthe amount of $829,425, and reject all other bids; and\n4) Authorize the Mayor to execute the proposed Public Works\nConstruction Contract.\nItem No. 5.7
