5. AMENDMENT NUMBER FOUR TO PROFESSIONAL SERVICES 24-027\nAGREEMENT (PSA) WITH KEYSER MARSTON ASSOCIATES (KMA)\nFOR AFFORDABLE HOUSING CONSULTING SERVICES\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Approve and authorize the City Manager and City Clerk to execute\nAmendment No. 4 to the Professional Services Agreement (PSA) with\nKeyser Marston Associates, Inc. (KMA) to increase the not-to-exceed\namount by $55,300 for a total of $155,300, in substantially the same form as\nattached and in such final form as approved by the City Attorney.\n2.
