8D. Resolution accepting the State Coastal Conservancy\nGrant and Approve a Contract for the Marine Safety\nConnected Coastlines Project. Environmental\nConsiderations: The action being considered by the\nCity Council is exempt from the California\nEnvironmental Quality Act (CEQA) because it is not a\n"project" under Section 15378(b)(5) of CEQA\nGuidelines. The action involves an organizational or\nadministrative activity of government that will not result\nin the direct or indirect physical change in the\nenvironment. Contact Person IT Manager York\nRecommended Action: 1) Adopt Resolution No. 2024-\n15, titled "A Resolution of the City Council of the City of\nEncinitas Amending the Fiscal Year 2023-24 Budget",\nto increase the capital budget by $300,000; and 2)\nAuthorize the City Manager or City Manager's\nDesignee to accept a grant award in the amount of\n$300,000 from the State Coastal Conservancy and\nenter into an agreement in consultation with the City\nAttorney with Special Order Systems, Inc. for\nprocurement, design, installation, configuration and\nmaintenance of hardware needed for the Connected\nCoastlines project in substantial form.\n2024-02-21 Item 08D Resolution accepting a grant for\nConnected Coastlines
