10.5 Menifee Valley Specific Plan\nRECOMMENDED ACTION\n1. Adopt a resolution certifying the Environmental Impact Report (EIR) (State\nClearinghouse No. 2022030233), adopting the Findings of Fact and Statement\nof Overriding Considerations, and adopting the Mitigation Monitoring and\nReporting Program for the Menifee Valley Specific Plan (MVSP) Project located\nnorth of the Burlington Northern Santa Fe Railroad tracks and Matthews Road,\nwest of Briggs Road, south of SR-74, and east of Menifee Road; and\n2. Adopt a resolution approving General Plan Amendment No. PLN21-0336; and\n3. Adopt a resolution approving Tentative Tract Map No. PLN22-0033; and\n4. Adopt an ordinance approving Change of Zone No. PLN21-0335, Specific Plan\nAmendment No. PLN21-0221, and Specific Plan No. PLN21-0217 for the\nMenifee Valley Specific Plan (MVSP) Project located north of the Burlington\nNorthern Santa Fe Railroad tracks and Matthews Road, west of Briggs Road,\nsouth of State Route 74 (SR-74), east of Menifee Road; and\n5. Adopt an ordinance approving Development Agreement No. PLN22-0033.
