14. FINANCE COMMITTEE: AUTHORIZE THE CITY MANAGER TO EXECUTE ALL AGREEMENTS FOR\nTHE RECEIPT OF LOW CARBON TRANSIT OPERATIONS PROGRAM (LCTOP) FUNDS IN THE AMOUNT\nOF\n$4,434 FROM THE CITY OF MONTEBELLO (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is exempt from the California Environmental\nQuality Act ("CEQA") pursuant to State CEQA Guidelines Section 15061(b)(3) “Common Sense” exemption that\nCEQA only\napplies to projects that may have an effect on the environment;\n(2) Authorize the City Manager to execute all agreements required to receive LCTOP grant funds in\nthe amount of $4,434 from the City of Montebello; and\n(3) Amend the Department of Transportation’s FY 2024 Operating Budget to receive and appropriate\n$4,434 as detailed in the fiscal impact section of the agenda report.
