APPROVAL OF A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF PASADENA AND\nPASADENA POLICE SUPERVISORS ASSOCIATION FOR THE TERM OF FEBRUARY 26, 2024 - JUNE 30,\n2028\n(Human Resources Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is exempt from the California Environmental\nQuality Act (CEQA) pursuant to CEQA guidelines Section 15061(b)(3) “Common Sense” exemption;\n(2) Approve a Memorandum of Understanding (MOU) between the City of Pasadena (City) and the\nPasadena Police Supervisors Association (PPSA), for the term of February 26, 2024, through June 30, 2028; and\n(3) Adopt a Resolution authorizing tax deferral of member paid contributions to the California Public\nEmployees’ Retirement System (CalPERS) for Pasadena Police Supervisors Association (PPSA) employees with\nmembership in CalPERS.

FINANCE COMMITTEE: AMENDMENT OF THE HOUSING DEPARTMENT’S FISCAL YEAR 2024\nOPERATING BUDGET IN THE AMOUNT OF $1,903,121; APPROVAL OF KEY BUSINESS TERMS OF\nAFFORDABLE\nHOUSING LOAN AGREEMENT WITH DOOR OF HOPE FOR THE DEVELOPMENT OF A\nTRANSITIONAL HOUSING PROJECT AT 724 NORTH MARENGO AVENUE TO SERVE UNHOUSED\nPERSONS AND\nFAMILIES (Housing Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed housing financing and development activities, as described in the agenda\nreport, do not have a significant effect on the environment and have been determined to be categorically exempt\nfrom the\nCalifornia Environmental Quality Act under Section 15301(e)(2) (Class 1, Existing Facilities), and that there\nare no features that distinguish this project from others in the exempt class, and therefore, there are no unusual\ncircumstances;\n(2) Approve a budget amendment appropriating a total of $1,903,121 consisting of: a) $1,200,000 from\nthe Inclusionary Housing Trust Fund unappropriated fund balance, b) $500,000 from the HOME Fund\nunappropriated fund\nbalance, and c) $203,121 from the Housing Successor Fund unappropriated fund balance to the Housing\nDepartment’s FY 2024 Operating Budget to fund the proposed City loan for the Door of Hope Transitional\nHousing Project;\n(3) Approve certain key business terms, as described in the agenda report, of the proposed Affordable\nHousing Loan Agreement with Door of Hope; and\n(4) Authorize the City Manager to execute any and all documents necessary to effectuate the staff\nrecommendation.\nCORRESPONDENCE\nSUPPLEMENTAL MATERIAL RECEIVED AFTER POSTING OF AGENDA\nCORRESPONDENCE

FINANCE COMMITTEE: AMENDMENTS TO FISCAL YEAR 2024 ADOPTED OPERATING BUDGET\n(Finance Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended actions in the agenda report are exempt from the California\nEnvironmental Quality Act ("CEQA") pursuant to State CEQA Guidelines per Section 15061(b)(3), the “Common\nSense” exemption that\nCEQA only applies to projects that may have an effect on the environment; and\n(2) Approve amending the Fiscal Year 2024 (FY 2024) Adopted Operating Budget as detailed in the\nagenda report by a net amount of $952,652 and increasing the Citywide total Full-Time Equivalents (FTEs) by 7.0\npermanent\nFTEs.

FINANCE COMMITTEE: AUTHORIZATION TO INCREASE CONTRACT NO. 31537 WITH AMERICAN\nRECLAMATION INC., BY $1,673,568 AND ADD TWO ADDITIONAL ONE-YEAR OPTIONS TO PROVIDE\nMATERIAL RECOVERY PROCESSING (Public Works Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the action in the agenda report is exempt from the California Environmental Quality Act\n(CEQA) pursuant to State CEQA Guidelines Section 15061(b)(3), the “Common Sense” exemption that CEQA\nonly applies to\nprojects that may have an effect on the environment;\n(2) Authorize the City Manager to increase contract amount with American Reclamation Inc., by\n$141,024 for the second one-year option from March 4, 2024 to March 4, 2025;\n(3) Authorize the City Manager to add two additional one-year options from March 4, 2025 to March 4,\n2027 in an amount by $766,272 for each of the one-year options; and\n(4) To the extent this transaction could be considered a separate procurement subject to the Competitive\nSelection Process, grant the proposed contract increase with American Reclamation Inc., an exemption from the\nCompetitive Selection Process set forth in the Competitive Bidding and Purchasing Ordinance pursuant to\nthe Pasadena Municipal Code, Section 4.08.049(B), contracts for which the City's best interests are served.

FINANCE COMMITTEE: RECOGNIZE AND APPROPRIATE FUNDS IN THE AMOUNT OF $29,142 TO\nTHE DEPARTMENT OF LIBRARIES AND INFORMATION SERVICES’ FISCAL YEAR 2024 OPERATING\nBUDGET\n(Library Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is not a project subject to the California\nEnvironmental Quality Act (“CEQA”) pursuant to Section 21065 of CEQA and Sections 15060(c)(2), 15060(c)(3),\nand 15378 of the\nState CEQA Guidelines, and as such, no environmental document pursuant to CEQA is required for the\nproject; and\n(2) Recognize and appropriate $29,142 from the California State Library to the Department of Libraries\nand Information Services’ Fiscal year 2024 Operating Budget to support the Lunch at the Library Grant project.

FINANCE COMMITTEE: AUTHORIZE THE CITY MANAGER TO EXECUTE ALL AGREEMENTS FOR\nTHE RECEIPT OF LOW CARBON TRANSIT OPERATIONS PROGRAM (LCTOP) FUNDS IN THE AMOUNT\nOF\n$4,434 FROM THE CITY OF MONTEBELLO (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is exempt from the California Environmental\nQuality Act ("CEQA") pursuant to State CEQA Guidelines Section 15061(b)(3) “Common Sense” exemption that\nCEQA only\napplies to projects that may have an effect on the environment;\n(2) Authorize the City Manager to execute all agreements required to receive LCTOP grant funds in\nthe amount of $4,434 from the City of Montebello; and\n(3) Amend the Department of Transportation’s FY 2024 Operating Budget to receive and appropriate\n$4,434 as detailed in the fiscal impact section of the agenda report.

MUNICIPAL SERVICES COMMITTEE: ADOPTION OF THE FINAL DRAFT PASADENA PEDESTRIAN\nTRANSPORTATION ACTION PLAN (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is exempt from review pursuant to the California\nEnvironmental Quality Act (CEQA), pursuant to State CEQA Guidelines Section 15061(b)(3) the “Common\nSense”\nexemption that CEQA only applies to projects that may have an effect on the environment; and\n(2) Adopt the Final Draft Pasadena Pedestrian Transportation Action Plan as a final document that\nprovides an implementation plan for corridor-long safety improvements citywide. This will allow the City to\nadvance concept\nplans and pursue the necessary grant funding to build elements in the Plan.\nRecommendation of the Transportation Advisory Commission: On September 22, 2022, the\nTransportation Advisory Commission (TAC) recommended that the City Council approve the Final Draft\nPasadena Pedestrian\nTransportation Action Plan (PTAP). The TAC also provided input focused on the PTAP becoming an Action\nPlan that would concentrate on specific corridors. Subsequently, this item was recommended for approval by the\nCity\nCouncil through Municipal Services Committee (MSC).\nRecommendation of the Municipal Services Committee: Department of Transportation (DOT) staff\npresented the PTAP to MSC as an informational only item on October 25, 2022. Committee members expressed\nconcerns on\nthe prioritization of the ten corridors, including, comments and questions on streets omitted from the\nprioritization list such as Orange Grove Boulevard, East Washington Boulevard, Allen Avenue, and California\nBoulevard. The\nCommittee also requested staff to consider integrating the City’s Pedestrian Plan with the Bicycle\nTransportation Action Plan. Responses regarding the prioritization process and considerations for one integrated\nplan are included\nin this report.\nThe Final Draft PTAP was unanimously recommended for approval by MSC to the City Council on February\n13, 2024. As part of the recommendation, committee members added one corridor to the high priority corridor list\nand\nexpanded the limits of two corridors on the high priority corridor list, to address concerns on corridors that\nexperience a high number of pedestrian collisions. The action included the addition of California Boulevard from\nFair Oaks\nAvenue to Lake Avenue, and the extension of Lake Avenue to Arden Road and the extension of Washington\nBoulevard to Sierra Bonita Avenue on the high priority corridor list.

AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH GALLUP INC., FOR\nEMPLOYEE ENGAGEMENT SERVICES AND SURVEY FOR AN AMOUNT NOT-TO-EXCEED $256,250\n(Human Resources Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the proposed action in the agenda report is exempt from the California Environmental\nQuality Act (CEQA) pursuant to CEQA guidelines Section 15061(b)(3) “Common Sense” exemption; and\n(2) Authorize the City Manager to enter into a contract, as a result of a competitive selection process\nspecified by Section 4.08.047 of the Pasadena Municipal Code, with Gallup Inc., for Employee Engagement\nservices and\nsurvey for a total amount not-to-exceed $167,750 over a three-year term with the option to extend the\ncontract by two optional one-year extension periods. The value of each optional one-year extension period is not-\nto-exceed\n$44,250.

AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH FEHR AND PEERS FOR\nCONSULTANT SERVICES TO DEVELOP SAFE STREETS FOR ALL ACTION PLAN FOR A TOTAL NOT-\nTO-\nEXCEED $249,810 (Transportation Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended actions in the agenda report are exempt from the California Environmental\nQuality Act (CEQA) in accordance with Section 15061(b)(3) the “Common Sense” exemption that CEQA only\napplies to\nprojects that may have an effect on the environment; and\n(2) Authorize the City Manager to enter into a contract, as the result of a competitive selection process,\nas specified by Section 4.08.047 of the Pasadena Municipal Code, with Fehr & Peers for consultant services to\ndevelop\nSafe Streets for All Action Plan by conducting an outreach campaign and updating the existing Local\nRoadway Safety Plan for a total not-to-exceed $249,810. CONTRACT AWARD TO WILLIAMS PIPELINE CONTRACTORS INC., FOR INSTALLATION OF ZINC\nCOATED DUCTILE IRON WATER MAINS IN BELLEFONTAINE STREET AND GLENARM STREET FOR AN\nAMOUNT NOT-TO-EXCEED $2,734,435 FOR THE WATER AND POWER DEPARTMENT\n(Water & Power Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the project described in the agenda report is exempt from the California Environmental\nQuality Act (“CEQA”) pursuant to CEQA Section 21080.21 and State CEQA Guidelines Sections 15301 (Existing\nFacilities)\nand 15302 (Replacement or Reconstruction);\n(2) Accept the bid dated December 21, 2023, submitted by Williams Pipeline Contractors Inc., in\nresponse to Specifications WD-23-05 for installation of zinc coated ductile iron water mains in Bellefontaine\nStreet and Glenarm\nStreet; reject all other bids received; and\n(3) Authorize the City Manager to enter into a contract with Williams Pipeline Contractors Inc., for an\namount not-to-exceed $2,734,435, which includes the base contract amount of $2,485,850 and a contingency of\n$248,585 to\nprovide for any necessary change orders.

AUTHORIZATION TO SUBMIT A FUNDING APPLICATION TO THE STATE OF CALIFORNIA FOR\nFAMILY HOMELESSNESS CHALLENGE GRANT ROUND 2 AND HOMELESS HOUSING, ASSISTANCE AND\nPREVENTION ROUND 5 FUNDS; APPROVAL OF AMENDMENT TO CONTRACT NO. 32487 WITH\nDOOR OF HOPE SUBJECT TO AWARD OF STATE FUNDS (Housing Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended actions in the agenda report are exempt from the California\nEnvironmental Quality Act ("CEQA") pursuant to State CEQA Guidelines per Section 15061(b)(3), the “Common\nSense” exemption\nthat CEQA only applies to projects that may have an effect on the environment;\n(2) Authorize the submittal of an application to the State of California for Family Homelessness\nChallenge Grant Round 2 (“FHC-2”) funding in conjunction with Door of Hope in the amount of $787,500 to serve\nfamilies with minor\nchildren who are at imminent risk of homelessness;\n(3) Authorize the City Manager to certify or execute, and the City Clerk to attest, the application and all\nother documents, agreements and amendments related to the application and any subsequent Family\nHomelessness\nChallenge Grant Round 2 award;\n(4) Authorize the City Manager to amend Contract No. 32487 with Door of Hope to administer the\nproposed project, should it be selected for FHC-2 funding, with a term of up to three years and in an amount no\ngreater than what\nis awarded by the State. Competitive bidding is not required pursuant to City Charter Section 1002(F),\ncontracts for professional or unique services. To the extent that this grant funding is subject to City procurement\nrequirements,\ngrant the proposed contract an exemption from the Competitive Selection process pursuant to Pasadena\nMunicipal Code Section 4.08.049(B) contracts for which the City’s best interests are served;\n(5) Authorize the submittal of an application, as part of the Los Angeles County regional application, to\nthe State of California for Homeless Housing, Assistance and Prevention Round 5 (“HHAP-5”) funding in the\namount of\n$799,522.60 for eligible programs and activities that serve people experiencing homelessness; and\n(6) Authorize the City Manager to certify or execute, and the City Clerk to attest, the application and all\nother documents, agreements and amendments related to the application and subsequent HHAP-5 award.

ADOPTION OF A RESOLUTION TO AUTHORIZE SUBMITTAL OF AN AMENDED FIVE-YEAR PLAN TO\nTHE STATE OF CALIFORNIA FOR PERMANENT LOCAL HOUSING ALLOCATION GRANT FUNDS\n(Housing Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the recommended action in the agenda report is exempt from the California\nEnvironmental Quality Act ("CEQA"), pursuant to State CEQA Guidelines per Section 15061(b)(3), the “Common\nSense” exemption that\nCEQA only applies to projects that may have an effect on the environment; and\n(2) Adopt a Resolution authorizing an application and an amended five (5) year plan for the expenditure\nof the City’s grant award of Permanent Local Housing Allocation (“PLHA”) funding, as set forth in this report and\nits\nattachments, to provide and preserve affordable housing to Very Low, Low, Moderate, and Workforce\nIncome households in Pasadena.
