CONTRACT AWARD TO WILLIAMS PIPELINE CONTRACTORS INC., FOR INSTALLATION OF ZINC\nCOATED DUCTILE IRON WATER MAINS IN BELLEFONTAINE STREET AND GLENARM STREET FOR AN\nAMOUNT NOT-TO-EXCEED $2,734,435 FOR THE WATER AND POWER DEPARTMENT\n(Water & Power Dept.)\nRecommendation: It is recommended that the City Council:\n(1) Find that the project described in the agenda report is exempt from the California Environmental\nQuality Act (“CEQA”) pursuant to CEQA Section 21080.21 and State CEQA Guidelines Sections 15301 (Existing\nFacilities)\nand 15302 (Replacement or Reconstruction);\n(2) Accept the bid dated December 21, 2023, submitted by Williams Pipeline Contractors Inc., in\nresponse to Specifications WD-23-05 for installation of zinc coated ductile iron water mains in Bellefontaine\nStreet and Glenarm\nStreet; reject all other bids received; and\n(3) Authorize the City Manager to enter into a contract with Williams Pipeline Contractors Inc., for an\namount not-to-exceed $2,734,435, which includes the base contract amount of $2,485,850 and a contingency of\n$248,585 to\nprovide for any necessary change orders.
