13. MEMORANDUM OF UNDERSTANDING WITH ORANGE COUNTY SHERIFF’S\nDEPARTMENT (OCSD) TO TRANSFER FUNDS RELATED TO THE 2022 EDWARD\nBYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM FOR\nOVERTIME EXPENDITURES WORKING COLD CASE VIOLENT CRIMES\nPurpose: Authorize the Police Department to execute a memorandum of understanding\nto accept grant funds to supplement detective overtime expenditures to investigate and\nsolve cold case violent felonies. Associated grant funds in the amount of $15,736 will be\nused for this purpose.\nRecommended Action: 1) Approve a Memorandum of Understanding with the Orange\nCounty Sheriff’s Department (OCSD) to transfer funds for the 2022 Edward Byrne\nMemorial Justice Assistance Grant (JAG) Program for supplemental funding to cover\novertime expenditures for detectives to investigate cold case violent crimes; 2) Authorize\nthe City Manager and City Attorney to make any necessary, non-monetary changes to\nthe Memorandum of Understanding; 3) Authorize the City Manager and City Clerk to\nexecute the Memorandum of Understanding; 4) Approve a budgetary action to\nappropriate funds in the amount of $15,736; and 5) Authorize the Police Department to\nwork overtime hours to complete investigations in unsolved violent felonies.
