Associated costs in the amount of\n$42,000 will require a budget allocation from the undesignated General Fund balance.\nRecommended Action: 1) Approve a professional services agreement with Records\nControl Services, Inc. (RCS) for a citywide Records Information Management (RIM)\nProgram in the amount of $42,000; 2) Authorize the City Manager and City Attorney to\nmake any necessary, non-monetary changes to the agreement; 3) Authorize the City\nManager and City Clerk to execute the agreement; 4) Dispense with competitive bidding\npursuant to Buena Park Municipal Code Section 3.28.080(D); and 5) Approve a budget\namendment from the undesignated General Fund balance in the amount of $42,000 for\nthis purpose.

LEASE AGREEMENT WITH THE CHRISTOPHER CLUB (KNIGHTS OF COLUMBUS)\nFOR THE PROPERTY LOCATED AT 8411 KASS DRIVE; FINDING THAT THE\nPROPOSED LEASE IS EXEMPT FROM CEQA (CLASS 1 – OPERATION OF\nEXISTING FACILITY)\nPurpose: Authorize the Public Works Department to lease an unused piece of City\nproperty to the Christopher Club of Buena Park. The City would receive a lease payment\nin the amount of $300 per year with approval of this item.\nRecommended Action: 1) Approve a lease agreement with the Christopher Club\n(Knights of Columbus) for the property located at 8411 Kass Drive; 2) Authorize the City\nManager and City Attorney to make any necessary, non-monetary changes to the\nagreement; 3) Authorize the City Manager and City Clerk to execute the agreement; and\n4) Find such actions categorically exempt from the California Environmental Quality Act\n(“CEQA”) under Section 15301 of the CEQA Guidelines (Class 1 Exemption).

12. RESTRICTED PROJECT GRANT AGREEMENT (GRANT NO. 202301) WITH\nPROVIDENCE ST. JUDE HOSPITAL FOR 2023 GRANT FUNDING\nPurpose: Authorize the Community Services Department to execute a grant agreement\nwith Providence St. Jude Hospital for construction of community garden plots at Ehlers\nEvent Center and Bellis Park, and the purchase of a SPARK 3-6 Physical Education\nCurriculum Equipment Package. This item will accept a total of $33,500 in grant funds\nfor these projects.\nRecommended Action: 1) Approve a grant agreement with Providence St. Jude Hospital\nfor the year 2023; 2) Authorize the City Manager and City Attorney to make any\nnecessary, non-monetary changes to the agreement; 3) Authorize the City Manager to\nexecute the Grant Agreement; 4) Accept grant funds in the amount of $33,500; 5)\nAppropriate $19,000 for the construction of Community Gardens at Bellis Park; 6)\nAppropriate $7,500 for the construction of Community Gardens at the Ehlers Event\nCenter; and, 7) Appropriate $7,000 for the purchase of a SPARK 3-6 Physical Education\nCurriculum Equipment Package.

MEMORANDUM OF UNDERSTANDING WITH ORANGE COUNTY SHERIFF’S\nDEPARTMENT (OCSD) TO TRANSFER FUNDS RELATED TO THE 2022 EDWARD\nBYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM FOR\nOVERTIME EXPENDITURES WORKING COLD CASE VIOLENT CRIMES\nPurpose: Authorize the Police Department to execute a memorandum of understanding\nto accept grant funds to supplement detective overtime expenditures to investigate and\nsolve cold case violent felonies. Associated grant funds in the amount of $15,736 will be\nused for this purpose.\nRecommended Action: 1) Approve a Memorandum of Understanding with the Orange\nCounty Sheriff’s Department (OCSD) to transfer funds for the 2022 Edward Byrne\nMemorial Justice Assistance Grant (JAG) Program for supplemental funding to cover\novertime expenditures for detectives to investigate cold case violent crimes; 2) Authorize\nthe City Manager and City Attorney to make any necessary, non-monetary changes to\nthe Memorandum of Understanding; 3) Authorize the City Manager and City Clerk to\nexecute the Memorandum of Understanding; 4) Approve a budgetary action to\nappropriate funds in the amount of $15,736; and 5) Authorize the Police Department to\nwork overtime hours to complete investigations in unsolved violent felonies.

AMENDMENT NO. 2 TO PROFESSIONAL SERVICES AGREEMENT WITH CINTAS\nCORPORATION NO. 3 FOR UNIFORM RENTAL AND LAUNDRY SERVICES FOR\nCITY UNIFORMED PERSONNEL IN THE PUBLIC WORKS AND COMMUNITY\nSERVICES DEPARTMENTS\nPurpose: Authorize the Public Works Department to extend the agreement with the\nCity's current contract provider for uniform rental and laundry services. Associated costs\nin the approximate amount of $25,000 were previously budgeted for this purpose\n(Account No. 11-6370-160105).\nRecommended Action: 1) Approve Amendment No. 2 to the professional services\nagreement with Cintas Corporation No. 3 for uniform rental and laundry services for\nuniformed personnel in the Public Works and Community Services Departments from\nFebruary 28, 2023, through February 28, 2024; 2) Authorize the City Manager and City\nAttorney to make any necessary, non-monetary changes to the amendment; and 3)\nAuthorize City Manager and City Clerk to execute the amendment.
