21. AMENDMENT NO. 1 TO A PROFESSIONAL SERVICES AGREEMENT NO. 22-1 CD\nWITH CASC ENGINEERING AND CONSULTING, INC. TO IMPLEMENT THE 2021-\n2029 HOUSING ELEMENT BY UPDATING THE CITY'S GENERAL PLAN LAND USE\nELEMENT AND ZONING CODE FOR RESIDENTIAL AND MIXED-USE\nDEVELOPMENT AND ASSOCIATED ENVIRONMENTAL CLEARANCE\nPresented by Swati Meshram, PhD, AICP, LEEP AP\nPurpose: Authorize the Community and Economic Development Department to amend\nan existing agreement with a consultant to provide additional services and to extend the\nterm of the contract. Associated costs in the amount of $303,038 will require a budget\nallocation from the undesignated General Fund balance.\nRecommended Action: 1) Approve Amendment No. 1 to Professional Services\nAgreement No. 22-1 CD with CASC Engineering and Consulting, Inc. in the amount of\n$303,038 to provide additional services for the General Plan Land Use Element update,\nZoning Code update related to residential and mixed use zones, and associated\nenvironmental clearance, and extend the contract to October 31, 2024; 2) Authorize the\nCity Manager and City Attorney to make any necessary, non-monetary changes to the\namendment; 3) Authorize the City Manager and the City Clerk to execute the\namendment; and 4) Approve a budget allocation in the amount of $303,038 from the\nundesignated General Fund balance.
