12. ADOPT RESOLUTION NO. 23-04 REINSTATING MAYOR TORRES’ COUNCIL RIGHTS AND PRIVILEGES RECOMMENDATION: It is recommended that the City Council: 1. Adopt the attached Resolution reinstating Mayor Torres’ Council rights and privileges; or 2. Take such additional, related action that may be desirable.
