C. AUDIT REPORTS FOR PROPOSITION A, PROPOSITION C, MEASURE R, MEASURE M AND TRANSPORTATION DEVELOPMENT ACT ARTICLE 3 FOR FISCAL YEAR (FY) 2021-2022 City Council is requested to receive and file the FY 2021-22 audit reports. Recommendation: 1. The City Council is requested to receive and file FY 2021-22 Proposition A, Proposition C, Measure R, Measure M, and Transportation Development Act Article 3 Audit Reports; and 2. Find that approval of the audit reports is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
