D. ADOPTION OF RESOLUTION NO. 23-5657 AMENDING THE CITY’S RECORDS\nRETENTION SCHEDULE\nCity Council is requested to adopt the resolution amending the City’s records\nretention schedule. Having an updated record retention schedule is crucial and can\nhelp reduce current and future records storage costs, eliminate duplication of\nrecords, increase efficiency and take advantage of current technology and changes\nin law.\nRecommendation:\n1. Adopt Resolution No. 23-5657 (Attachment “A”) adopting the City’s amended\nRecords Retention Schedule (Exhibit 1); and\n2. Find that approval of the City’s Records Retention Schedule is not a “Project”\nas defined under Section 15378 of the California Environmental Quality Act\nState Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3),\nno environmental review is required.

ADOPTION OF RESOLUTION NO. 23-5656 PROCLAIMING TERMINATION OF A\nLOCAL EMERGENCY\nCity Council is requested to consider termination of a local emergency as the\nspread and effects of COVID-19 has significantly decreased, and no longer\nconstitutes conditions of extreme peril. The City is effectively able to control\nservices, personnel, equipment and facilities. As such, conditions warrant the\ntermination of the local emergency.\nRecommendation:\nThe City Council is requested to:\n1. Adopt Resolution No. 23-5656 (Attachment “A”), proclaiming the termination of\na local emergency; and\n2. Find that adoption of Resolution No. 23-5656, proclaiming the termination of a\nlocal emergency is not a “Project” as defined under Section 15378 of the\nCalifornia Environmental Quality Act State Guidelines; therefore, pursuant to\nState Guidelines Section 15060(c)(3), no environmental review is required.

City Council is requested to\nreceive and file an update on the adjustment of the City’s Campaign Contribution\nLimit for 2023-2024.\nRecommendation:\nCity Council is requested to:\n1. Receive and file the update on the City’s Campaign Contribution Limit for\n2023-2024; and\n2. Conduct the public hearing;\n2.
