E. ADOPTION OF RESOLUTION NO. 23-5656 PROCLAIMING TERMINATION OF A\nLOCAL EMERGENCY\nCity Council is requested to consider termination of a local emergency as the\nspread and effects of COVID-19 has significantly decreased, and no longer\nconstitutes conditions of extreme peril. The City is effectively able to control\nservices, personnel, equipment and facilities. As such, conditions warrant the\ntermination of the local emergency.\nRecommendation:\nThe City Council is requested to:\n1. Adopt Resolution No. 23-5656 (Attachment “A”), proclaiming the termination of\na local emergency; and\n2. Find that adoption of Resolution No. 23-5656, proclaiming the termination of a\nlocal emergency is not a “Project” as defined under Section 15378 of the\nCalifornia Environmental Quality Act State Guidelines; therefore, pursuant to\nState Guidelines Section 15060(c)(3), no environmental review is required.
