E. ADOPTION OF RESOLUTION NO. 23-5656 PROCLAIMING TERMINATION OF A LOCAL EMERGENCY City Council is requested to consider termination of a local emergency as the spread and effects of COVID-19 has significantly decreased, and no longer constitutes conditions of extreme peril. The City is effectively able to control services, personnel, equipment and facilities. As such, conditions warrant the termination of the local emergency. Recommendation: The City Council is requested to: 1. Adopt Resolution No. 23-5656 (Attachment “A”), proclaiming the termination of a local emergency; and 2. Find that adoption of Resolution No. 23-5656, proclaiming the termination of a local emergency is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3), no environmental review is required.
