E. Consideration and possible action to approve contract class service payments to Matsumoto Music LLC. (Matsumoto) for Recreation and Parks programming. (Waters) Recommendation: 1) Approve an increase to the blanket purchase order to Matsumoto Music LLC., DBA Niko Niko Music, from $25,000 to $49,000; 2) Approve an additional appropriation of $24,000 in the professional services account for the remainder of the fiscal year; and, 3) Authorize the Mayor and City Clerk to execute the 2023 Agreement for Class Instruction by Matsumoto in a form approved by the City Attorney.
