6.3 CONSIDERATION OF A REQUEST BY COUNCILMEMBER TRESEDER TO\nDISCUSS THE CITY OF IRVINE CLIMATE ACTION AND ADAPTION PLAN\n(CAAP)\nACTION:\nConsider the following:\nDirect Environmental Programs staff to facilitate and accelerate creation and\nadoption of a CEQA-qualified, legally-binding CAAP with targets and\nmeasures to meet state GHG targets under SB 32 and aspirational targets and\nmeasures to meet Irvine's 2030 zero carbon goal, adhering to the following\ntimeline, with all tasks completed no later than the dates specified below:\na) Jan. - Dec. 2023 - Conduct ongoing CAAP outreach, focusing on pollution-\nburdened communities and communities of concern based on the most recent\nversion of the California Communities Environmental Health Screening Tool:\nCalEnviroScreen.\nb) Feb. 14, 2023 - Publish all existing CAAP documents and working drafts on\nthe City of Irvine website.\nc) June 13, 2023 - Return to the City Council with a CEQA-qualified, legally-\nbinding CAAP draft with targets and measures to meet state GHG targets\nunder SB 32 and aspirational targets and measures to meet Irvine's 2030 zero\ncarbon goal. CAAP measures should be selected based on their potential to\nreduce GHGs, address environmental injustices and increase equity. The\nCAAP draft should include draft implementation and funding plans with\ntimelines, benchmarks, department/staff member responsible and projected\ncosts for each measure.\nd) Dec. 12, 2023 - Return to the City Council with a final CAAP and CAAP\nEnvironmental Impact Report (EIR) for adoption.\n6.3
